The Delhi High Court today directed the AAP government and prison authorities to ensure that the Sentence Review Board (SRB) holds meetings, at least every quarter, to consider the pleas for remission of jail term of prisoners, some of whom are elderly and "languishing" in the Tihar Jail for 20-25 years. A bench of Acting Chief Justice Gita Mittal and Justice C Hari Shankar issued the direction while saying that the authorities were to follow the SRB order of 2004, which laid down the guidelines for holding the meetings, in letter and spirit. The court further directed that the Board shall ensure adjudication of the requests for premature release are scrutinised according to the guidelines laid down in the SRB order. Three persons, including two women, were arrested today from Khalingi village in Odisha's Ganjam district on human trafficking charges, police said today. The accused persons were allegedly trying to lure young girls of the village yesterday to work for a person in Bhubaneswar with high remuneration for a short period, the police said. Though they were yet to get any girl, some local youths suspected evil design and detained them and informed the police. Police rushed to the spot and detained the trio for investigation. "During the investigation, we came to know the accused persons were trying to traffick girls with an evil motive," said Inspector In-Charge of Patapur police station, Ramesh Chandra Pradhan. A Congress MLA from Madhya Pradesh today moved the Supreme Court opposing the mandatory transfer of all types of pending criminal cases against lawmakers to fast track courts set up exclusively to deal with cases involving MPs and MLAs. The plea by Jitendra Patwari alias Jitu sought a direction that matters pending against lawmakers in courts set up under special legislations, like the Prevention of Corruption Act, be not transferred to the fast track courts. The petition has referred to the apex court's December 14 order by which it had directed that 12 fast track courts, to be set up to exclusively deal with cases involving lawmakers, should start functioning from March 1. The plea also said that such fast track courts should be established in each district of the country so that these matters could be decided expeditiously. An Anti Corruption Bureau (ACB) court here today sent a Rajasthan police constable to 14 days in jail for allegedly taking a bribe of Rs 10,000. Narendra Singh was caught red handed by an officer of ACB, Kota yesterday while he was allegedly accepting the money. A resident of Kota city and posted at Borekheda police station, Singh had demanded the bribe from Mohammad Amin, a resident of Premnagar area, ACB inspector Ajit Bagdoliya told. The constable had on late Wednesday night detained Rajesh Rathore and seized his auto on suspicion of him possessing a sharp weapon, he added. Rathore's friend Amin approached Singh who initially demanded a bribe of Rs 40,000 to release the auto but after negotiations, the amount was settled at Rs 30,000, Bagdoliya said. However, Amin expressed his inability to pay the full amount in one go hence, the constable agreed to accept an installment of Rs 10,000 with the assurance that the remaining amount would be paid to him by the next day, he added. A special CBI court today issued a non-bailable warrant against Nayamuddin Sheikh, brother of Sohrabuddin who was killed in an alleged fake encounter in 2005, after he failed to appear before it for deposition. The court had in November last year issued summons to Nayamuddin, who is a prosecution witness, asking him to appear to record his statement, but he had failed to do so. Special CBI Judge S J Sharma today issued a non-bailable warrant against Nayamuddin and directed him to appear before the court on August 10. The court is conducting trial against 22 people, including Gujarat and Rajasthan policemen, for murder, abduction and destruction of evidence under the Indian Penal Code and the Arms Act. The Supreme Court today said that live streaming of judicial proceedings in matters of "constitutional importance" can be undertaken and asked the attorney general to frame "holistic" guidelines for its perusal and approval. A bench headed by Chief Justice Dipak Misra also asked parties, including senior advocate Indira Jaising who has filed a PIL for video-recording of proceedings in matters of national importance, to submit their suggestions to Attorney General K K Venugopal. The move is being seen as a reach-out by the BJP-led NDA government to Dalits, days ahead of their proposed August 9 nationwide protest with the key demand to restore the provisions of the law. The bill rules out any provision for an anticipatory bail for a person accused of atrocities against SC/STs, notwithstanding any court order, while it also provides that no preliminary enquiry will be required for registering a criminal case and an arrest under this law would not be subject to any approval. A 35-year-old suspected narcotics smuggler allegedly shot himself dead after being surrounded by police in Rajasthan's Pali district, police said today. Kharta Ram and Bhajan Lal were allegedly smuggling some narcotics substance last night. Lal was caught, while Ram managed to escape, a police official said. Pali Superintendent Of Police Rahul Prakash said Ram -- who is said to have a criminal record -- was surrounded by police on a hilly terrain, but he allegedly opened fire at them and later shot himself dead with a pistol. The NIA today filed charge sheet against six people in a case related to the escape of LeT terrorist Mohd Naveed Jatt from a hospital in Jammu and Kashmir, according to an official statement. The agency said the conspiracy to free the Pakistan-born terrorist was hatched in central jail, where he was lodged. The charge sheet was filed at the NIA special court in Jammu against six people including Mohd Tika Khan, Shakeel Ahmad Bhat, Syed Tajmul Islam Kirmani and Mohd Shafi Wani -- all residents of different villages in Kakapora Tehsil of Pulwama district, it said. Jatt, who has also been named in the charge sheet, escaped after an attack on a police escort party on February 6 this year while he was being taken for medical treatment at Shri Maharaja Hari Singh Hospital (SMHS), Srinagar. The Vigilance Investigation Bureau today caught an Assistant Sub-Inspector (ASI) of police while he was accepting a bribe of Rs 8,000 from a man in Patna district, a department release said. Vigilance sleuths arrested Vinay Kumar Singh, ASI posted at Chowk police station in Patna city, while accepting a bribe of Rs 8,000 for helping the complainant in a criminal case, the release said. Dayanand Singh, a resident of Kahaar Toli under Chowk police station of the state capital, had lodged a complaint with the vigilance bureau that the ASI was demanding a bribe of Rs 8,000 for helping him in a criminal case. The complaint was verified by the bureau which found the allegations to be true after which a team was constituted under DySP Mohammad Zamiruddin who raided and arrested the ASI while he was accepting a bribe. During the search, the vigilance sleuths also found Rs 1,30,200 from ASI's pocket in addition to the bribe amount of Rs 8,000, it added.
A day after an FIR was lodged in connection with the death and burial of a 22-year old Dalit man in Sirka area of the district, police today exhumed his body in presence of a magistrate and sent it for autopsy, official sources said. Mukesh Ram, a resident of Sirka in Ramgarh town police station area of the district, was allegedly beaten up by three men around 12 days ago. He succumbed to his injuries a week later. In a complaint filed yesterday, Ram's elder sister Champa Kumari said the three men not only assaulted his brother, but also forced her family members to bury his body, Sub-Divisional Police Officer (SDPO) Radha Prem Kishore said. A 65-year-old man allegedly committed suicide by hanging himself to an iron gate of a wedding hall soon after visiting her sick wife at a hospital here, police said today. The deceased was identified as Lanu Saini, a resident of Banyani village in the district, they said, adding that no suicide note was recovered from him. Saini had left for his home after visiting his wife, who was undergoing treatment at a hospital here, but was found hanging in a wedding hall, Assistant Sub-Inspector of Police Hari Singh said. The body was handed over to his family members after post-mortem, he said. Police have lodged a case and investigation is on, he said.
A 20-year-old man was arrested for allegedly killing a person who the accused claimed was extorting money from him, a Crime Branch official said today. Unit 11 of the Crime Branch began investigations after the body of Ambadas Laxman Shinde (29), a Borivali resident, was found on July 30, an official said. He said that the probe led to Bharat Nitin Das, alias Sonu Khadda, who was arrested from Dahisar check post based on a tip-off. "A trap was laid at Dahisar check post and Das was nabbed on July 31 when he came to meet a friend," the official said. "During interrogation, Das told police that on the day of the incident, Shinde had taken money and a mobile from him. This led to an altercation," said Chimaji Adhav, senior inspector of Crime Branch's Unit 11. Adhav said that Das, and one more person, attacked Shinde with a sharp weapon and then smashed his head with a stone. Further investigations are currently underway, Adhav said.
