Kathua gangrape: SC disposes suo motu writ petition

The Supreme Court considered today the submission of the Jammu and Kashmir High Court Bar Association (JKHCBA) that it should dispose of the suo motu cognizance of the Kathua gangrape and murder case in which it has taken strong note of some lawyers obstructing the judicial process. A bench of Chief Justice Dipak Misra and Justices A M Khanwilkar and D Y Chandrachud took note of the submission by senior advocate Sidharth Luthra, appearing for the JKHCBA, that the trial in the matter has already been shifted to Pathankot in Punjab and has commenced as per its order. Noting the submissions of the JKHCBA, the bench disposed off the matter. The top court had on April 13 taken strong note of some lawyers obstructing the judicial process in the Kathua gangrape and murder case and initiated a case on its own record, saying such impediment "affects the dispensation of justice and would amount to obstruction of access to justice". Maratha quota stir: Crime Branch to probe Navi Mumbai victim's

The Navi Mumbai Crime Branch has taken over the probe into the death of a 21-year-old man there during the Maratha quota stir last week. During the violence that erupted in Kopar Khairane area of Navi Mumbai during the Maratha reservation agitation on July 25, Rohan Todkar was assaulted by a mob. He later succumbed to his injuries in the state-run JJ Hospital at Byculla in Mumbai on July 27. An official said that a murder case had been registered at Kopar Khairane police station against unidentified persons. "The case has been handed over to the Navi Mumbai Crime Branch. Muzaffarpur shelter home case: CBI obtains relevant documents

The CBI team investigating into the alleged abuse of minor girls at a state-funded shelter home here has obtained all relevant documents from the local police, officials said. The case relates to mental, physical and sexual exploitation of the girls residing at Balika Grih, Muzaffarpur. According to the Station House Officer of Mahila Thana, Jyoti Kumari, who was also the investigating officer of the case earlier, said the CBI team took a copy of the FIR and also obtained information about the evidences gathered so far. Meanwhile, attachment proceedings are being initiated against the absconding chairperson of the district child welfare committee, Dilip Kumar Verma, police sources said. A Congress party functionary was allegedly hacked to death by a two-member gang here today, police said. Joseph (44), president of the north district committee of the party, was riding a motorcycle, when the gang intercepted and murdered him, before fleeing. Mob attacks house over interfaith couple's elopement, 4 held

Four people were arrested for allegedly setting vehicles ablaze and stealing ornaments from a house while demonstrating against the elopement of an interfaith couple, police said today. According to police, a Hindu man and a Muslim woman eloped on June 29. Following which, the woman's relatives and members from her community stormed the man's house in Sanjeli village in neighbouring Dahod district on last Saturday. The man's father, Prakash Bhoi, filed a complaint against the mob comprising at least 200 people, Sanjeli police Sub-Inspector S N Bariya said. The complainant alleged that the mob, armed with sticks and sharp weapons, set ablaze his multi-utility vehicle and his neighbour's moped bike, Bariya said. "The complaint stated that the mob ransacked the house and looted ornaments worth Rs 45,000," the official said, adding that since the couple eloped, the woman's kin had asked the Bhoi family to send their daughter back to them. Grace Mugabe immunity unconstitutional: S.Africa court

A South African court ruled today that former Zimbabwean first lady Grace Mugabe did not have diplomatic immunity when she allegedly beat a young woman with an electrical cord. Mugabe was given immunity from prosecution by officials after she was alleged to have become angry and beaten model Gabriella Engels' who had been with her sons in a luxury Johannesburg hotel. Engels suffered cuts to her forehead and the back of her head during the alleged assault on August 13. Judge Bashier Vally said the decision by officials at South Africa's foreign ministry was "inconsistent with the constitution" and struck it down. Two farmers commit suicide in Buldhana district

Two debt-ridden farmers allegedly committed suicide in Buldhana district of Maharashtra, police officials said today. Gajanan Jaybhaye, a resident of Saukhedtejan village, left his home on Saturday night and went to his farm. The 35- year-old subsequently consumed poison and set himself ablaze after building his own pyre with woods and animal fodder kept in the farm, a police official said. The incident came to light yesterday morning, said the official. The police have registered a case of accidental death on a complaint filed by the father of the deceased. The official, quoting Jaybhaye's family, said the farmer was facing some loan repayment-related problem. In the second incident, a 34-year-old cultivator hanged himself at his residence in Shivani Taka village under Sindkhedraja tehsil of Buldhana district, an official said. Rameshwar Kisan Tambekar killed himself on July 26 over non-repayment of bank loan and poor crop yield, he said.

Punjab govt okays regularisation of unauthorised colonies

The Punjab Cabinet today cleared the policy for regularisation of colonies, plots and buildings falling under unauthorised colonies, said an official spokesperson here. The policy covers colonies developed before March 19, 2018. As per the policy, any developer, resident welfare association (RWA) or co-operative society can apply for regularisation of unauthorised colonies, he said. In case of plots, compounding of colony is not mandatory for regularisation of plots and plot owners can directly apply for regularisation, he added. The policy will be applicable to the entire state, including municipal limits falling under the Punjab New Capital (Periphery) Control Act, 1952, but shall not be applicable to the rest of the periphery areas, he said. This policy shall also not be applicable to colonies which have apartments, he said. The developer would be given a time period of four months to apply for regularisation under this policy, he said. LS takes up bill to provide death penalty to child rape

A crucial bill seeking to provide death penalty to those convicted of raping girls below the age of 12 years was taken up for discussion by the Lok Sabha today. The bill seeks to replace the Criminal Law (Amendment) Ordinance promulgated on April 21, following an outcry over the rape and murder of a minor girl in Kathua in Jammu and Kashmir and the rape of another woman at Unnao in Uttar Pradesh. Although the Criminal Law (Amendment) Bill 2018 was welcomed by most members, some in the Opposition objected to the government adopting the ordinance route to enact the law. Bribery remarks: EC forfeits right to reply to Kejriwal plea in HC

The Delhi High Court today closed the Election Commission's right to reply to Chief Minister Arvind Kejriwal's plea against the poll panel's order to lodge an FIR against him for his alleged bribery remark at poll rallies in Goa on January 7-8 last year, noting that the EC failed to do so despite repeated opportunities. The court had earlier also noted that despite repeated opportunities, the EC had not filed its response. Justice V K Rao, after closing the Election Commission's (EC) right to file a response today, listed the matter for further hearing on February 2 next year. Minor raped and killed by labourer in Dehradun

An 11-year-old girl was raped and killed by a labourer in Sahaspur area of the city, police said today. Jay Prakash Tiwari (32), a resident of Uttar Pradesh's Faizabad district, lured the girl who was playing with two other boys by offering her money to buy sweets on Saturday. He sent back the boys after giving them money to buy candies and made the girl stay back by offering to pay her more. He raped and killed her when she began shouting for help, Sahaspur Station House Officer Narendra Rathore said, adding, the victim also belonged to a family of labourers from Madhya Pradesh. The matter came to light when the girl's parents lodged a complaint with the police about her disappearance. During search operation, Tiwari was arrested while trying to flee, Rathore said, adding he later confessed to the crime. He hid the girl's body in his shanty and had plans to dispose it off later in the night.

Missing keys: Panel asks Puri collector to submit affidavit

The judicial commission probing the disappearance of the keys of the 12-century Jagannath Temple's treasury, today asked the Puri district administration to submit its affidavit by August 7. The one-man commission headed by retired Orissa High Court judge, Justice Raghubir Dash today held the first hearing at the Circuit House here. The hearing remained incomplete as the district administration has so far not submitted a detailed information pertaining to the issue. "The administration has been directed to submit it in the form of an affidavit with detailed information during its next hearing at Cuttack slated for August 7," Justice Dash said. 1 cr sq mt Goa orchard land illegally sold as residential

Almost one crore square metres of orchard land in Goa has been illegally sold as residential plots, and FIRs had been lodged in a majority of these cases, the state's Town and Country Planning Minister Vijai Sardesai said today. Speaking in the Legislative Assembly, Sardesai said that the Town and Country Planning Act had been amended and any development in contravention of the Regional Plan would be treated as a cognisable offence. He added that a no-objection certificate from the TCP department was mandatory for the sale of any plot. Three women arrested in Alwar with 40 kg suspected beef: police

Three women were arrested today with nearly 40 kilograms of suspected beef in Govindgarh in Rajasthan's Alwar district, police said. Acting on a tip-off that some people had slaughtered a cow and were about to sell the beef, a police team raided a house in Govindgarh where the women were packaging the meat, SHO Govindgarh Police Station Dara Singh said. He said 40 kilograms of "suspected beef" was seized and three women arrested. Singh said a veterinarian had confirmed it to be beef and samples were sent to a forensic expert for further confirmatory report. The SHO said they had recovered cow skin from the spot and the arrested women had accepted the crime. An FIR was registered against five persons under the sections of Rajasthan Bovine Animal Act and the hunt for two absconding accused is on, he added.
