HC stays CIC order to disclose whether Khemka considered for central govt deputation

The Delhi High Court has stayed a CIC direction to the DoPT to disclose whether IAS officer Ashok Khemka, who cancelled Sonia Gandhi's son-in-law Robert Vadra's alleged illegal land deal in Gurgaon, was considered for deputation at the Centre. The order by a bench of justices Sanjiv Khanna and Chander Shekhar came on a plea by the Department of Personnel and Training (DoPT), which had challenged the Central Information Commission's (CIC) January 18, 2017 decision. The CIC, in its order, had directed the DoPT to disclose whether the name of Khemka, a 1991-batch IAS officer of the Haryana cadre, was placed before the Civil Services Board (CSB) for deputation as joint secretary to the Government of India under the Central Staffing Scheme of 2014. The CIC's decision was upheld by a single-judge bench of the high court on August 25 last year. The DoPT, in its appeal filed through advocates Rahul Sharma and C K Bhatt, has said similar matters where the CIC had ordered disclosure of records .

Woman killed on suspicion of practising black magic in J'khand

A 55-year-old woman was beaten to death today by her neighbour for allegedly practising black magic in Palamau district, police said. The accused has been arrested immediately, the Superintendent of Police of the district, Indrajeet Mahatha, said. The accused believed that his family members were not keeping well because of witchcraft allegedly practised by the victim Lalitha Devi, Mahatha said. An FIR has been lodged on the basis of a complaint filed by the victim's son and an investigation has been initiated to find out the truth behind the incident, the SP said.

SVO books its employee for leaking secret info

The State Vigilance Organisation (SVO), Jammu has booked one of its employees for leaking secret information to officers facing corruption charges in return for monetary benefits. The SVO registered a formal case against Mohammad Shabir who was appointed in vigilance organisation, spokesperson of the SVO said. Reliable information was received at SVO Jammu that Shabir (Orderly) indulged in corruption and malpractices by conniving with different officers and officials who were facing serious charges of corruption in the organisation, he said. As per the reports, in return for disclosing information to suspect public servants, he got financial benefits, the spokesman said, adding that Shabir had raised assets disproportionate to his known source of income by indulging in corruption and illegal practices. Zuma corruption case postponed until end November

South Africa's former president Jacob Zuma appeared in court today over a USD 2.5-billion corruption case linked to a 1990s arms deal, but the judge adjourned the trial until the end of November. Zuma, who was forced to resign in February, has been charged with 16 counts of fraud, racketeering and money laundering relating to an arms deal involving French arms company Thales. Judge Mjabuliseni Madondo of the Pietermaritzburg High Court said the defence should have adequate time to prepare an application for a permanent stay of the proceedings and set the next hearing for November 30. Zuma, 76, is one of the rare former African leaders facing trial after his ouster. Ten held for duping investors in the name of forex trading

Ten people have been arrested in the city for allegedly cheating people of over Rs 6 crore by running a bogus online foreign exchange (forex) trading platform, a police official today said. Acting on a tip-off, Crime Branch officials raided the office of Multi Business Center Service in Dadar area last night and found that a bogus forex trading platform was being run from there. The accused lured people to invest money in forex trade through a website, promising windfall returns, but syphoned off the money instead, the official said. They are suspected to have cheated some 500 people to the tune of Rs 6.36 crore. Police also seized 96 laptops and 17 mobile phones from the accused's possession, the official said. A case was registered at Matunga Police Station under IPC section 420 (cheating) and under the Information Technology Act. Bovine smuggling bid foiled in Samba

Police today foiled an alleged bid to smuggle bovines in Samba district of Jammu and Kashmir and rescued 15 animals. A police party at a check post on the highway in the Baber Nallah area had signalled a vehicle to stop today for routine inspection, but the driver accelerated and escaped, an official said. Personnel in pursuit of the vehicle found it abandoned after some time and the driver missing, he said. The vehicle was seized and the bovines were rescued from it, he said, adding that a case was registered in this regard.

Amarinder, others discharged in land transfer case

A court here discharged Punjab Chief minister Amarinder Singh and 17 others today in a decade-old case of alleged corruption in the transfer of land to a private developer, accepting the closure report filed by the probe agency. Those cleared by the court included former Punjab Vidhan Sabha Speaker Kewal Krishan and former ministers Raghunath Sahai Puri and Jagjit Singh. All three are dead now. Mohali Special Judge Jaswinder Singh accepted the closure report filed by the state's Vigilance Bureau (VB) while clearing the 18 accused of wrongdoing in the transfer of 32.10 acre of Amritsar Improvement Trust's prime land to a private developer. The Vigilance Bureau had registered the case against them in 2008 on the recommendation of the Punjab Vidhan Sabha. IPS officer seeks discharge in Prajapati fake encounter case

IPS officer Vipul Aggarwal, an accused in the Tulsiram Prajapati fake encounter case, today sought discharge, claiming parity with former Gujarat ATS chief D G Vanzara and others who have got a similar relief. Aggarwal, whose discharge plea was rejected by a special CBI court here last November, has moved the Bombay High Court. The trial court had held that there was sufficient material against him to frame charges for participating in the conspiracy to kill Prajapati and to destroy evidence. Aggarwal's petition has said that his case was similar to that of Vanzara and four other officers of the Gujarat and Rajasthan police, who were discharged in the Prajapati-Sohrabuddin Shaikh fake encounter cases. Petty shop owner held for selling banned lottery

A 62-year-old man, running a petty shop, was today arrested for allegedly selling banned lottery tickets, police said here. Mohan, who has been selling lottery tickets, had brought them from Kerala, they said, adding that 350 lottery tickets have been seized from him. He had been arrested for the offence in 2010 and had served a jail-term for a few months, the police said. After coming out of jail, he resumed selling the tickets and was caught, they said.

'Kingpin' of bogus cotton seeds racket arrested

The alleged kingpin of a racket involved in selling of bogus cotton seeds has been arrested along with his associate, police have said. According to Investigating Officer API Nandkishor Aayare, the racket came to light when Local Crime Branch sleuths nabbed two persons carrying bogus cotton seed packets on June 25. The duo, Nagorao Gautre, a resident of Sankatmochen area ehre, and Kawadu Banghate, a resident of Khamgaon, gave the name of the proprietor of the Krushi Kendra from where they had collected the bogus cotton seeds, he said. Based on their information, police yesterday arrested Shaym Deshpande (59), the Krushi Kendra proprietor, and his associate Rushikesh More, a resident of Dhamangaon Railway in Amravati district. Deshpande is the alleged kingpin of the statewide racket that was involved in selling bogus cotton seeds to farmers, Aayare said.

SC pulls up CBI on Manipur fake encounter case

The Supreme Court on Friday directed the Central Bureau of Investigation (CBI) Director to be personally present on July 30 when the alleged Manipur extra judicial killings case comes up for hearing next.The division bench of the apex court headed by Justice Madan Bhimrao Lokur expressed its dissatisfaction with CBI's pace of investigation in the case today.A petition filed before the top court had alleged that more than 1,500 fake encounters took place in Manipur. The PIL sought a detailed probe by the Special Investigation Team (SIT) and compensation to the alleged 1,528 fake encounter killings in Manipur from 2000 to 2012 by security forces and police.The CBI said that the investigation agency was directed to file chargesheet in 20-25 cases by July 27 and three more by end of August.CBI however failed to comply with the court direction today and sought one-two more weeks' time for it.

Uganda's Museveni set for 'life presidency' after court ruling

A lawyer for a group of Ugandan opposition leaders has warned that President Yoweri Museveni, 73, is heading for a "life presidency" after a court upheld a constitutional amendment scrapping presidential age limits. Ramgarh beef lynching case convict electrocuted

Sikandar Ram, one of the 11 convicts in the Ramgarh district beef lynching case, who was later granted bail by Jharkhand High Court, was today electrocuted near his home in Ramgarh town, police said. The incident happened at Bazaar Tand locality, under the jurisdiction of Ramgarh Town police station, when Sikandar Ram was walking towards a market, the police said. He died on the spot after he came in contact with a live wire that had snapped from an electric pole and fell on the ground, the Officer-in-Charge of Ramgarh Town police station, Rajesh Kumar, said. Ram's body was recovered and sent for post-mortem examination, a senior police officer said. Sikandar Ram was one among the 11 convicted in the Ramgarh beef lynching case. They were awarded life imprisonment by a fast track court in Ramgarh in March this year. Suspected Sunil Rathi gang member demands Rs 1 cr extortion

An alleged member of the Sunil Rathi gang has demanded an extortion of Rs one crore from an industrialist at Shamli town in Uttar Pradesh, police said today. Sunil Rathi is the gangster who allegedly killed mafia don Munna Bajrangi inside Baghpat Jail on July 9. The accused man, who identified him as a member of the Rathi gang during his phone call yesterday, also threatened to kill the industrialist's son if he failed to pay the extortion money, they said. Man arrested for raping

A 24-year-old man was arrested in Odisha's Jajpur district for allegedly raping a woman on several occasions by making false promises of marriage, police said today. The man was arrested after the 22-year-old woman, who lives in a neighbouring village, filed a complaint with the local police on Wednesday claiming that he has been in raping her for the past four years by making the false promises. Realising the situation, she divulged the sitaution to her parents who approached the police. The police have registered a case and arrested the accused late on Thursday night under section 378 (rape) of the Indian Penal Code. Medical examination of the victim and the accused were conducted at the district head quarters hospital and investigation into the case is on, the police added.
