Rajasthan Home Minister Gulab Chand Kataria today ordered a judicial inquiry into the killing of Rakbar Khan, saying the evidence suggested it was a custodial death. The minister, who met the victim's family, said an initial compensation of Rs 1.25 lakh had been ordered. "We have written to the additional chief judicial magistrate to initiate a probe," Kataria told reporters at a press conference here. A 73-year-old man and his son were today arrested for allegedly stealing books worth Rs 3.24 crore from their godown here to recover the unpaid rent due for over one year from the tenant, police said. P Narsimha Reddy, his son P Srinivas Reddy and the proprietor of a book store here, who had purchased the books, were arrested and the books, which were sold to a Mumbai-based proprietor, recovered, they said. The books were stocked by N Devadiga, who had taken the godownon lease from Reddy, owner of the premises, in April 2016. A day after four women were assaulted on suspicion of being child lifters in Dhupguri block of the district, four others were today detained after people of a village in the block handed them over to the police on the same suspicion. The villagers of Paschim Salbari confined the four, including a woman, in her residence and informed the police, Jalpaiguri superintendent of police Amitabha Maity said here. They were, however, not beaten up, he said. The incident occurred a day after four women were assaulted and two of them disrobed by a mob at another village in the same Dhupguri block on suspicion of being child-lifters. A woman from a remote village near the Line of Control (LoC) gave birth to a girl in an Army ambulance while on way to a hospital in Rajouri, a defence spokesman said today. An Army camp on the LoC was approached by the locals of a remote village for the medical assistance last night after the condition of a woman suffering from labour pain deteriorated, the spokesman said. He said that an Army doctor with his medical team rushed to the house of the woman. Seeing her critical state, the medical team decided to take her to a hospital at Rajouri immediately, the spokesman said, adding the woman delivered the girl child in the ambulance. Both the woman and her new born were safe, he said.
Five persons including the father and brother of a minor girl were arrested today in connection with the alleged honour killing of the girl and her lover in Odisha's Koraput district last month, police said. "The minor girl and her 20-year-old lover were murdered and their bodies thrown near railway tracks on June 20 by the father-son duo and three of their relatives," said Koraput Superintendent of Police, Kanwar Vishal Singh. While two of the arrested persons were identified as father and brother of the deceased girl respectively, the other three are their relatives, police said. The bodies of couple, who belonged to Mundipadar village, were spotted near the railway track near Kusumi station and a case was registered, they said. One person was killed while another injured when their car fell into a deep gorge near Telka town in Himachal Pradesh's Chamba district today, police said. Dr Ritika of Paragpur in Kangra district died on the spot whereas 42-year-old Ramesh was rushed to a nearby hospital in a critical condition, said Chamba Superintendent of Police Dr Monika Bhutungru.

The Delhi High Court today directed JNU to allow submission of thesis and hostel facility for five students who were penalised in connection with a 2016 campus event in which anti-national slogans were allegedly raised. The Jawaharlal Nehru University (JNU) had also imposed varying fines on these students. Justice Siddharth Mridul told the varsity to ensure the students in question are allowed to submit their thesis, continue in their hostels and their application for registration for the next academic year is accepted. Special judge Arvind Kumar directed the accused persons to appear before the court on September 12, while issuing fresh non-bailable warrants against Italian middlemen Carlo Gerosa and Guido Haschke and Dubai-based businessman Rajeev Saxena in the case. The Jammu and Kashmir Crime Branch today told the district and sessions judge at Pathankot in Punjab, where trial is being held in a case of rape and murder of an eight-year-old girl, that the names of witnesses should not be disclosed in advance as it was a security concern. The crime branch was asked to submit its reply after the lawyers of the accused had filed a plea before the court, saying that they should be informed in advance about the witnesses by the prosecution. "We submitted the application on behalf of the crime branch in which we have highlighted why the names of witnesses cannot be disclosed in advance. Rajasthan Parliamentary Affairs Minister Rajendra Rathore today accused the congress of politicising the Rakbar lynching case of Alwar. Such incidents are unfortunate and should not be politicised as the Congress is doing, Rathore told reporters at the party office here. A 66-year-old gangster wanted for allegedly killing a builder in Nallasopara in Palghar district in 2003 has been arrested from suburban Borivli, police said today. Chandrakant Anna Patil who goes by aliases Chandumama and Charan Palekar, was picked up by sleuths of crime branch last evening, a senior police official said. Patil has been living in Borivli since the last few years by assuming a new identity. He was allegedly involved in killing the builder Rajendra Patange over a land dispute in the neighbouring district, the official said. While police had arrested nine accused in connection with the 2003 case, four persons, including underworld don Chhota Rajan and Patil, had been absconding. Patil has been evading arrest by taking care not to stay at a particular place for longer, the official said. He said Patil had stayed in different states under various identities. To check incidents of lynching, the Centre has asked all states to appoint a superintendent of police-level officer in each district, set up a special task force for gathering intelligence and closely monitor social media contents, so that no one is attacked on the suspicion of child-lifters or cattle-smugglers. The Union Home Ministry also said wherever it is found that a police officer or an officer of the district administration has failed to comply with the directions to prevent, investigate and facilitate expeditious trial of any such crime of mob violence and lynching, it should be considered as an act of deliberate negligence and misconduct, and strong action must be taken against the official concerned.
