Cabinet nod to ordinance providing death penalty for raping girls below 12

The Union Cabinet today approved an ordinance to provide stringent punishment, including death penalty, for those convicted of rape of girls below 12 years, amid a nation-wide outrage over cases of sexual assault and murder of minors in Kathua and Surat and the rape of a girl in Unnao. New fast-track courts will be set up to deal with such cases and special forensic kits for rape cases will be given to all police stations and hospitals in the long term, according to the Criminal Law Amendment Ordinance cleared by a Cabinet meeting chaired by Prime Minister Narendra Modi. It stipulates stringent punishment for perpetrators of rape, particularly of girls below 16 and 12 years. Death sentence has been provided for rapists of girls under 12 years, officials said quoting the ordinance. The minimum punishment in case of rape of women has been increased from rigorous imprisonment of seven years to 10 years, extendable to life imprisonment, they said. Substation operator shot dead

A substation operator was shot dead by unidentified persons in Dhoom Manikpur village here, the police said today. Another substation officer alleged that he was threatened by unidentified men over phone for switching on the power supply and stopping outages in the area. Satveer Tomar, working at the Dhoom Manikpur substation, had shut off the power supply due to strong winds last night to prevent electrocution. Some persons reached the substation and ordered him to switch on the power supply, the police said. When the victim refused, he was shot at by them. He was rushed to a hospital where he died during treatment, they said. DSP Anil Kumar said the accused has been identified as Neetu Gujjar. Man held for raping, killing 4-month-old girl in Indore

A man has been arrested for allegedly raping and killing a four-month-old baby girl in Indore city of Madhya Pradesh, police said today, a day after the infant's body was found in the basement of a commercial building here. Naveen Gadge, 25 and a cousin of the victim's mother, was arrested late last night from the city, a police official said. Yesterday, police had detained three-four people in connection with the crime and identified the main suspect as Sunil Bheel, 21. But today, Indore Deputy Inspector General H C Mishra told reporters that the police department has found Gadge as the accused in the case after a thorough investigation. Right to equality can be invoked COC violates IBC: NCLT Chairman

National Company Law Tribunal (NCLT) Chairman Justice M M Kumar today said that Article 14 of the Constitution (right to equality) can be invoked if the committee of creditors violates the Insolvency and Bankruptcy Code law while examining business restructuring plan and proposals. "Article 14 of the Constitution can come in case of COCs (committee of creditors) violate IBC (Insolvency and Bankruptcy Code) law, Kumar said while addressing a seminar on 'Business Restructuring-Evolving Legal Issues and Imperatives' organised by PHDCCI. Kumar further said in case of any violation of enacted law by CoCs comes into notice in examining the business restructuring plan and proposal referred to NCLT, the Article 14 of the Indian Constitution could be invoked. However, he noted that the CoCs are performing their assigned role with tremendous efficacy and transparency. Gangster Abu Salem denied parole to get married

Authorities have rejected an application of 1993 Mumbai serial bomb blasts case convict Abu Salem seeking a 40-day parole to get married, a senior police official said today. The underworld don, lodged in Taloja prison in neighbouring Navi Mumbai, had moved the application a month ago, he said. The application of Salem, serving a life sentence, was forwarded to the Konkan Divisional Commissioner for a decision, the official said. Cabinet facilitates strengthening of POCSO Act

Minor raped in Assam

A seven-year old girl was allegedly raped by a middle aged man at Lajong village in Tinsukia district, police said today. They also arrested the accused a 55-year-old man. As per the FIR lodged by the girl's father last evening their neighbour Ainul Haq had a few days ago called out the girl from the house and raped her. The girl's mother informed him only last evening about the incident and he immediately informed his neighbours about it, the father said. Vasai-Virar civic official held for extorting Rs 5 lakh from

An assistant commissioner of Vasai Virar Municipal Corporation (VVMC) was today arrested for allegedly extorting Rs 5 lakh from a builder in Vasai in the district, police said. According to police, although the accused civic official, Prem Singh Jadhav, was arrested today, he had accepted the extortion amount at an unspecified time in the past. The arrest was made based on the complaint filed by the builder last night, police said. The complainant told the police that Jadhav had called him between October and November 2016 to discuss about a plot in Manwelpada being developed by his firm. A foreign-based pharma company allegedly tested their medicines on humans instead of animals, leaving labourers ill in Rajasthan's Bidasar.The victims were admitted to the Jalpani Hospital in Churu district.It is reported that the company lured the labourers for money and offered them Rs 500 per day for serving people.A victim told ANI, "We came here on April 18 and it's been three days. A man and his wife were arrested here on charges of duping a woman of over Rs 15 lakh through a fake profile on a matrimonial website, police said today. The arrests of Oboh Tony, a Nigerian, and Rosy Noronha were made following a complaint by the woman's father, a resident of Motia Khan. She was duped of Rs 15.50 lakh by the couple, they said.
