Two persons, including a woman, were arrested for allegedly demanding Rs 10 crore from a local BJP corporator to help him make an MLC, police said today. Acting on a complaint filed by BJP corporator Manohar Dumbre, a trap was laid at a hotel here yesterday and the duo arrested, police said. Additional Commissioner of Police (Crime) Makarand Ranade gave the names of the accused as Anud Shirgaon Kar (29) and Anil Bhanushali (31), residents of Kalyan and Navi Mumbai, respectively. A search is on for the third accused in the case, Abdulla Ansari, said police. According to Dumbre, he received a phone call from the duo on March 4 stating they can help him become a member of the Maharashtra Legislative Council if he paid Rs 10 crore. The Delhi High Court today sought responses from the CBI and the AAP government on controversial RJD leader Mohammad Shahabuddin's plea alleging that he has been kept in solitary confinement at Tihar Jail here since February last year against the law and without any court order. The apex court on February 15 last year had ordered the shifting of Shahabuddin, now facing trial in 45 criminal cases, from Siwan Jail in Bihar to the Tihar Jail, saying an accused cannot be allowed to "jettison the basic fundamentals of trial". Following the direction, Shahabuddin was transferred to Tihar Jail on February 19, 2017. Delhi Police today filed a charge sheet in a city court against the owner of a firecracker factory in northwest Delhi, where 17 people were killed in a massive blaze earlier this year. Chief Metropolitan Magistrate Gagandeep Singh, before whom the police filed the document, took cognisance of the charge sheet and summoned factory owner Manoj Jain, co-owner Lalit Goyal and five others as accused before it on April 4. A fire had broken out in the storage unit on the ground floor of the two-storey building in Bawana area on January 20 and engulfing the entire structure. Of the 17 killed, 10 were women. A man and woman were also injured in the incident.

Over 12,000 cases related to cyber crime were registered during 2016, up from 9,622 in 2014, Parliament was informed today. "As per the data maintained by National Crime Records Bureau (NCRB), a total of 9,622, 11592 and 12,317 cyber crime cases were registered during the years 2014, 2015 and 2016, respectively," Minister of State for Electronics and IT K J Alphons said in a written reply to the Lok Sabha. In response to a separate query, the minister said a total of 5, 8 and 17 cases were registered during the years 2014, 2015 and 2016, respectively, under section 67B of IT Act, 2000, as per information provided by National Crime Records Bureau (NCRB), Ministry of Home Affairs. These cases pertained to publishing or transmitting of material depicting children in sexually explicit act etc in electronic form. There is no strong disagreement between the executive and the judiciary over appointment of judges, and any "difference of opinion" between the two is mutually settled, the government said today. Responding to a question in the Lok Sabha on whether the executive and the judiciary were "very strongly disagreeing" over appointment of judges, the government replied in the negative. "No," Minister of State for Law P P Chaudhary said in his written reply. He said "differences of opinion, if any, are mutually reconciled by the executive and the judiciary to ensure that only the apposite person is appointed to the high constitutional post of judge." The minister also said that appointment of judges to the Supreme Court and the 24 high courts is a "collaborative and integrated process" involving both the executive and the judiciary. A suspended police officer, wanted in a fake encounter of a 27-year-old youth, was arrested today from the premises of the Supreme Court here. Former Senior Superintendent of Police Rao Anwar appeared before the court hearing suo moto cases about the extrajudicial killing of Naqeebullah Mehsud in Karachi in January. Anwar's sudden appearance was a major surprise as he could not be tracked down by police and intelligence agencies despite deadlines by the court. He was last seen at Islamabad airport trying to flee the country on a Dubai-bound flight on January 23 before he was stopped by immigration officials. Since then, there had been no trace of the absconding officer. A 19-year-old student has been battling for life after she was allegedly gang-raped and poisoned by four persons, including a minor boy, in Janjgir-Champa district of Chhattisgarh, police said today. The incident took place two weeks back and all the accused were arrested yesterday, they said. "The incident occurred on March 7 in Kharaud village under Sheorinarayan police station area. However, the accused were arrested after a complaint was lodged in this connection yesterday," Station House Officer (SHO) of Sheorinarayan police station Prashant Mishra said. In one of the speediest trials in a POCSO Act case, a city court has sentenced the father of a 13-year-old girl to five years of rigorous imprisonment for sexually assaulting her. A fine of Rs 20,000 was also imposed on the 46-year old man, a roadside hawker, by Jimut Bahan Biswas, Special Judge (POCSO Act) at the Sealdah Court, yesterday. According to the prosecution, the man subjected his daughter to sexual abuse. The ordeal started after her mother died in September 2017. The girl went to her maternal grandparents and narrated her plight following which they filed a complaint at the Entally police station on March 11. The girl recorded her statement before a magistrate. The process of filing of charge sheet by the police, trial before the court and sentencing were completed within nine days of filing of the complaint on March 11, Special Public Prosecutor, Sealdah Court, Vivek Sharma said today. The Bombay High Court today directed the Thane police to release from their custody advocate Rizwan Siddiqui, who was arrested last week for illegal possession of the call detail records (CDRs) of bollywood actor Nawazuddin Siddiqui's wife. A 17-year-old Dalit girl was allegedly raped by a youth in a village here, police said today. The victim had gone to attend to nature's call yesterday when one Kuldeep allegedly raped her, Baberu Circle Officer Om Prakash said. When the girl raised an alarm, locals rushed there and caught hold of him. They later handed him over to the police, the CO said. The youth tried to kill himself by consuming poison after being caught but he was immediately rushed to a hospital, he said. The girl was sent for medical examination, the CO added.
