The UDAY scheme has helped debt laden discoms reduce annual losses by 70 per cent to around Rs 17,350 crore in last two years, according to the Deutsche Bank Market Research report. The scheme for restructuring power distribution companies has also helped them cut aggregate technical and commercial losses by 5 per cent. The report said however that the net results of UDAY scheme have not been keeping pace with the stringent targeted trajectory. It also said that the gap between ACS (actual cost of supply of power) and ARR (Cost & Tariff rate) has reduced to Rs 0.24/kWh or by 57 per cent over two years. Government's UDAY scheme has helped debt laden DISCOMs of 24 states to reduce losses to Rs 36,905 crore in 2016-17 from Rs 51,590 crore in the previous fiscal, Parliament was informed today. "As per data furnished by the states, the aggregate net losses of DISCOMs participating in UDAY have come down from Rs 51,590 crore in 2015-16 to Rs 36,905 crore in 2016-17," Power Minister R K Singh said in written reply to Lok Sabha. The Ujwal DISCOM Assurance Yojana (UDAY) was launched for the operational and financial turnaround of state-owned Power Distribution Companies (DISCOMs). The scheme aims to reduce interest burden, cost of power and power losses in distribution sector, besides improving operational efficiency of DISCOMs. The minister said the interventions under UDAY have yielded encouraging results. Debt-laden power distribution companies in states which participated in the UDAY scheme, meant for their revival, have saved Rs 15,000 crore till March this year, the power ministry said today. The Ujwal DISCOM Assurance Yojana (UDAY) was launched in November, 2015 and has completed more than 18 months of operation. "The participating DISCOMs have achieved net savings of approximately Rs 15,000 crore till March, 2017," the ministry said in a statement. The Average Cost of Supply (ACS) and Average Revenue Realised (ARR) gaps have come down by almost 14 paise per unit and the AT&C (aggregate technical and commercial) losses have reduced by almost 1 per cent in fiscal 2017, it said. UDAY's success relies on genuine power tariff reforms
Twenty siz states are now part of the UDAY scheme, meant for the revival of debt stressed discoms, after Kerala, Arunachal Pradesh and Tripura formally joined the programme.
