Bills have sprinted through legislatures this year in states as varied as New York and Oklahoma, reflecting a broad consensus that phones are bad for kids. Moody's Ratings stripped the U.S. government of its top credit rating Friday, citing successive governments' failure to stop a rising tide of debt.
