Centre proposes exemption for CEPTs, solid waste plants from prior approval

The government has proposed to exempt Common Effluent Treatment Plants (CETPs) and Common Municipal Solid Waste Management Facilities (CMSWMFs), including those having landfill sites, from the requirement of obtaining prior environmental clearance. According to two draft notifications issued by the environment ministry on October 1 and 3, the exemption will apply to both facilities, subject to environmental safeguards being implemented and monitored through the existing consent mechanism by state pollution control boards and pollution control committees. The ministry said CETPs and CMSWMFs are governed by strong regulatory frameworks under the Water (Prevention and Control of Pollution) Act, 1974, and the Air (Prevention and Control of Pollution) Act, 1981, which ensure regular monitoring, inspections and mandatory reporting. Delhi's waste-to-energy plants compliant, pose minimal health risks: Report

All four waste-to-energy plants in Delhi located at Okhla, Ghazipur, Bawana and Tehkhand are largely compliant with regulatory norms and pose minimal risk to public health and the environment, according to a joint report by the Central Pollution Control Board and Delhi Pollution Control Committee. The report, filed before the Supreme Court and the National Green Tribunal, says all four plants operate with pre-processing facilities that raise the calorific value of waste above 1,500 kilocalories per kilogram, in line with the Solid Waste Management Rules, 2016. Stack emissions, including suspended particulate matter and heavy metals like nickel, meet stipulated standards, though dioxin, furan and cadmium plus thallium levels exceed norms at Bawana. However, the estimated incremental cancer risk from dioxin emissions, even at that facility, remains well below the one-in-a-million threshold recognised by the United States Environmental Protection Agency. Online monitoring mandatory for waste-to-energy plants and landfills: CPCB

The Central Pollution Control Board has directed all state pollution control boards and pollution control committees to install Online Continuous Emission and Effluent Monitoring System (OCEMS) at waste-to-energy plants and sanitary landfill sites to strengthen surveillance and ensure compliance with environmental standards. The order dated August 12 asked states to submit 'action taken reports' on the status of waste-to-energy units by August 18. It said that all operational and upcoming municipal solid waste incineration-based waste-to-energy plants must install and operate OCEMS for real-time tracking of pollutants such as particulate matter, sulphur dioxide, nitrogen oxides, hydrogen fluoride, hydrogen chloride and carbon monoxide. MNRE likely to allocate ₹857 crore for phase 2 of waste-to-energy scheme

The government's waste-to-energy initiative may get Rs 857 crore in the second phase of National Bioenergy Programme this year, New & Renewable Energy Secretary Santosh Kumar Sarangi said on Friday. Ministry of New and Renewable Energy (MNRE) notified the National Bioenergy Programme in November 2022 with a budgetary outlay of Rs 1,715 crore for the period April 1, 2021 to March 31, 2026 to be implemented in two phases. The first phase has a budget outlay of Rs 858 crore. The programme supports setting up of bioenergy plants by providing central financial assistance. Waste-to-energy firm SAEL aims for public listing within next 12 months

SAEL, a firm that converts agricultural waste into clean energy, is gearing up for a public listing within the next 12 months, its CEO Laxit Awla said. The company is in the process of identifying merchant bankers to manage its maiden public issue. Speaking about the planned public issue, Awla told PTI that the proceeds from the IPO will be utilized to scale up SAEL's operations, with a focus on expanding its cell manufacturing capabilities, Independent Power Producer (IPP) business, and waste-to-energy initiatives. E-recycling sector to reach $198.5 mn by 2032 at CAGR of 13.52%: Ind-Ra

The domestic industry can look forward to increased business opportunities in the e-recycling sector, which is expected to grow at a CAGR of 13.52 per cent, reaching USD 198.52 million by 2032, India Ratings and Research (Ind-Ra) said in a report on Wednesday. The report also underlined the need for a strong reverse logistics network for e-waste procurement to ensure contract fulfilment and technical expertise to gain extended producer responsibility (EPR) revenue. Ship recycling industry likely to grow to 3.8-4.2 mn GT in 2025: Report

India's ship recycling industry is expected to grow to 3.8-4.2-million GT (gross tonnage) in 2025, as against an estimated 2.3-2.6-million GT in 2024, according to a report. According to CareEdge, India accounts for 33 per cent of the global gross tonnage dismantled in 2023, second only to Bangladesh, which handled 46 per cent. "India's ship recycling Industry is poised for major growth in CY25 and is expected to witness similar recycling level in CY24 with an estimate of 2.3 to 2.6 million GT, thereafter a jump to over 3.8 to 4.2 million GT in CY25," said Sajani Shah, Assistant Director at CareEdge. Govt to provide one-time financial aid for coastal waste recycling units

The government will provide one-time financial support for setting up recycling plants for abandoned fishing gear and plastic waste in coastal areas, Union Environment Minister Bhupender Yadav said on Saturday. He announced guidelines for "One-Time Financial Support for Establishing Recycling Plants" while taking part in a beach clean-up drive at Juhu in Mumbai. According to a note prepared by the ministry, the focus is on establishing fishing gear/net and marine plastic waste recycling facilities in the 12 Blue Flag-certified beaches -- which meet global environmental, educational, safety standards -- in the country. One-time financial support will be given to set up 25 recycling units -- 13 for nylon fishing gear and 12 for plastic waste -- near Blue Flag beaches, the ministry said.
