| According to the plan drawn out, BSNL would invest Rs 500 crore in CellOne expansion, Rs 100 crore in broadband rollout, Rs 100 crore in IN expansion and Rs 200 crore in IT infrastructure.

| The public sector unit (PSU) would also create employment opportunities and planned to recruit 3,000 graduates throughout India.

| S K Chakravarty, chief general manager (CGM) of Calcutta Telephones said, six years' delay in launching of CellOne would be compensated in six months. Around one lakh capacity would be added every month starting from October 2005.

| However, the CGMs of West Bengal circle and Calcutta Telephones said, BSNL's expansion had hit a stumbling block as very high licence fees and road restoration charges had been imposed by the local municipal authorities. This was acting as an impediment for BSNL in erecting base stations.BSNL planned to take up the issue with the state government.

| West Bengal's chief secretary, Amit Kiran Deb, had been informed about the issue and if charges were not brought down, the matter would be taken up with chief minister.

| Responding to queries, Ckaravarty said, BSNL was also working on backend operations.

| BSNL planned to open some outlets "BSNL Oasis" all across Kolkata which would handle customer and other backend operations.The outlets would be outsourced.
