| The Punjab Public Works Department (PWD) (Buildings and Roads) has decided to introduce e-tendering and e-procurement from January 2008 to ensure transparency and accountability in its functioning.

| Presiding over the meeting of executive board of Punjab Roads Bridges Development Board in Chandigarh today the PWD (B&R) Minister Parminder Singh Dhindsa said the PWD (B&R) had been included in the first phase of computerisation by the state IT department.

| He said the state government had decided that from January 15 next year all works above Rs 1 crore would be tendered electronically. The IT department was in the process of establishing a suitable platform for these services.

| The minister said this would introduce greater competition and transparency in the public procurement.

| Dhindsa said that computerisation of the PWD was also a part of the World Bank-funded Punjab State Road Sector Project, the largest road-sector project in the state being implemented by the Punjab Roads Bridges Development Board. A budget of Rs 15 crore had been kept for computerisation in the project.

| The minister said the PWD would be completely computerised by June next year. These include systems for works management, financial management, personnel management, office automation, messaging and file tracking.

| In addition, applications specific to the road sector like GIS-based road information system and road asset management system were also in the process of being rolled out.

| Dhindsa said the state government was in the process of rolling out a holistic e-governance strategy for the state under which the state was currently in the process of implementing a state-wide area network, data centre and computerised kiosks to provide citizen services.

| The IT department will evolve a standard architecture which could be used for all departmental application development. |
