State yet to submit utilisation certificate for Rs 5,380 cr

The submission of utilisation certificates (UC) against Central assistance received by the state continues to be a cause of concern with various government departments maintaining a patchy record.
Total pendency in UC submission had mounted to Rs 5,379.73 crore (as on January 1, 2012). This includes Rs 1,968.87 crore of previous years and Rs 3,410.85 crore for 2011-12.
The highest pendency is for the panchayati raj department at Rs 1,343.35 crore followed by department of women & child development (Rs 949.53 crore).
Other departments with substantial pending UCs include ST & SC Development (Rs 577.54 crore), rural development (Rs 208.09 crore), housing & urban development (Rs 375.74 crore), agriculture (Rs 305.88 crore), industries (Rs 173.60 crore) and school & mass education (Rs 208.39 crore). “Timely submission of UCs by departments is a matter of concern. We have been asking the departments to furnish UC s within the stipulated timeline,” said a senior finance department official.
The state finance minister Prafulla Chandra Ghadai had last reviewed the status of submission of UCs by departments on November 17 last year. The minister had asked the departments to to initiate steps to submit at least 90 per cent of the UC against Central assistance received for 2010-11 by the end of this fiscal.
The financial advisors of all departments were also instructed to review the progress of UC submission every month. The state government has submitted UC for an amount of Rs 5,683.25 crore (as on December 31, 2011). This includes arrear UC for Rs 4,629.02 crore out of pending UC of Rs 6,597.89 crore (as on April 1, 2011) and current UC for Rs 1,054.24 crore out of Central assistance of Rs 4,465.09 crore received during 2011-12.
For 2010-11, the state government had furnished UC for an amount of Rs 4,895.29 crore.
