UP presents Rs 10,800-cr supplementary budget

The Mayawati-led Uttar Pradesh government on Tuesday presented a supplementary budget of Rs 10,879 crore for the 2011-12 financial year in the state assembly.
This was the first supplementary grant sought by the government after the 2011-12 state budget was passed by a voice vote in the assembly on February 21. It was a tax-free budget, whose size had swelled by 10.6 per cent to Rs 1,69,416 crore, compared to 2010-11. The annual financial statement had projected a revenue deficit of Rs 3,403 crore. It had projected capital expenditure and receipts of Rs 1,69,416 crore and Rs 1,66,013 crore, respectively.
Meanwhile, revenue and capital accounts in the supplementary budget account for about Rs 6,650 crore and Rs 4,229 crore, respectively, and include both plan and non-plan components.
A sum of Rs 1,187 crore in the supplementary budget is proposed to be adjusted under various heads, thus leaving effective supplementary demands at Rs 9,692 crore.
These supplementary demands include central grants worth Rs 1,140 crore under various schemes. Besides, an increase of Rs 3,644 crore has been projected in Central taxes, according to budgetary estimates. Miscellaneous funds amounting to Rs 2,936 crore are likely to be mopped up during the financial year.
All these receipts add up to Rs 7,721 crore, which leaves the net supplementary demand at Rs 1,971 crore, which the government has proposed to meet through increased revenue generation.
