West Bengal to get technical security school

| In the face of increasing cyber crime and infringement of intellectual property rights, West Bengal is on its way to get its first Indian Institute of Technology & Security, said Debesh Das, minister for IT, government of West Bengal. |
| The minister was speaking at a seminar on intellectual property rights and internet commerce & cyber laws organised by the Bengal Chamber of Commerce and Industries, and the Institute of Company Secretaries here in Kolkata today. |
| Das said the chief minister had written to the Ministry of HRD, and talks were con with Arjun Singh, Union Minister of Human Resources Development (MHRD). |
| MHRD had in a letter to the government last month that the proposal will be taken up in the Eleventh Five Year Plan. |
| The proposal is to build the institute on PPP format, with the both the state with the central governments being a part of the collaboration. |
| "The state would like the Centre to be a part of the Project", Debesh Das told Business Standard. |
| It will train professionals to combat cyber crime, and produce research on preventive measures. |
| "With the rising e-commerce, it is the need of the hour to have an institute like this. This will be of great support to the banking industries, and the general customer who is the victim of cyber fraud", the minister added. |
| Speaking on the occasion, Aditya Sondhi, IPR lawyer, said that with the services sector growing, FDI, and Global trade on the rise, the realm of IPR was spilling over to contracts as well. |
| "Today we have a multiplicity of contracts; contracts with vendors, partners, employees, collaborations and JVs. There are contracts with parties to protect databases, clients' networks etc. and employees are infringing the non-completion clauses", he added. |
| According to the law in force, any contract stands void post-termination. Therefore enforcement is difficult. |
| "Breach of confidentiality can be enforced if there is a Non-Disclosure Agreement (NDA) clause in the contract. Moreover, it is better, if the NDA is explained in explicit terms, and not in a generic fashion", he added. |
