Canada is accusing Qatar of trying to buy its way into relocating the United Nations civil aviation agency to the tiny emirate, and is vowing to fight "tooth and nail" to keep it in its Montreal home.

The International Civil Aviation Organisation sets international standards for civil aviation.

Foreign Affairs spokesman Rick Roth today said the way Qatar has gone about it "demonstrates why they are not a suitable host for a United Nations organisation".

He said Canada would fight to keep it in Montreal.

Any move by the ICAO would need the approval of 60 per cent of its 191 UN member countries. Foreign Affairs Minister John Baird yesterday remarked that Qatar "is offering a lot of money to bring this headquarters to Doha" and said it should not be for sale.
