The total death toll of cows at a city cow shelter reached 21 on Monday after two more cows died, an official said.
Last Wednesday, five cows died and later the death toll increased, a cow shelter official said.
Veterinary doctors said that the cows had died after consuming some old flour found in the cow shelter, which was well past its expiry date.
Though the district collector had visited the cow shelter and ordered a magisterial inquiry, no final report on death of cows has arrived so far.
