Govt urged to ensure proper monitoring of rights of disabled

People with disabilities in India face "inhuman treatment", with females among them being particularly vulnerable to sexual violence, claims a report released by two organisations.
Funded by the European Union, the study was conducted by Equal Rights Trust (ERT) and the Socio Legal Information Centre �Human Rights Law Network, which are working for people with disabilities. Over 120 individuals living with disabilities in 49 locations across 19 states were interviewed to prepare the report.
"People with various forms of disabilities face inhuman treatment at various places including healthcare centres, schools, hostels, detention centres etc. Females with disabilities are particularly vulnerable to becoming victims of rape and sexual violence," rights activist Seema Baquer said while giving details about the report.
 
She said law enforcement agencies such as police and armed forces at times remain apathetic to them and even become perpetrators of the abuse. "Even at home they are considered a financial burden, deprived of basic facilities and denied rights on property."
The findings of the report were discussed today by representatives of National Human Rights Commission (NHRC), the Delhi Judicial Academy, the National Trust, AIIMS and around 15 other key stakeholders who came out with several recommendations to the government.
"The Prevention of Torture Bill should be passed with amendments to include an explicit protection for people with disabilities, and special support for people with disabilities who may need such assistance in using mechanisms of redress under the Bill. The Centre needs to fulfil its obligations under the UN Convention on the rights of people with disabilities," said Oliver Lewis of The Equal Rights Trust, UK.
He said the government should ensure proper monitoring of rights of people with disabilities.
