Haryana Chief Minister Manohar Lal Khattar today launched the 'CM e-Dashboard' to monitor key parameters of various departments and ensure effective delivery of services.
Khattar said the main purpose of the 'CM e-Dashboard' is to improve the efficiency of the departments and to remove delays in service delivery through monitoring at highest level.
The Chief Minister said the application will not only plug the loopholes in the system which leads to corruption but also keep a check on the exercise of discretion.
"With maximum automation and reduced human interface, we could weed out corruption from all levels," he said.
To begin with, 134 key performance indicators (KPIs) of 13 online departments and 83 offline KPIs of 14 departments have been incorporated in the dashboard, an official spokesman said here.
Fourteen other departments have submitted their reports which would soon by incorporated in the dashboard.
The KPIs could be any Government to Consumer (G2C), Government to Government (G2G), Government to Employee (G2E) or Government to Business (G2B) service.
The dashboard is accessible to Chief Minister's office and the government organisation whose KPIs are being monitored.
It was informed that nodal officers have already been provided with the password whereas the Administrative Secretaries of the concerned department would soon be provided the same to access the application.
Khattar appreciated the efforts of IT Department and National Informatics Centre (NIC) for in-house development of the application.
The 13 online departments or services whose KPIs have been incorporated in the dashboard are Revenue (land records, citizen certificates, court cases), centralised file movement system, CM announcements monitoring system, health, Haryana Urban Development Authority (HUDA), Public Health and Engineering, Social Justice and Empowerment, Transport, Finance and Education (Secondary).
The e-Dashboard application is fully automated and integrated with departments which have electronic database and applications.
In case of departments which do not have computerised back-end database of services, they are required to manually feed data into the e-dashboard at regular intervals till they computerise their data base and services.
He further directed the departments to develop online application in a phased manner in next three to six months.

Khattar said that with the help of new app, all the workers of the BJP state unit can now get information pertaining to the schemes and programmes of Central and state governments as well as activities of the party on their mobile phones.
He said that he would make direct communication with all district offices of the party on August 16 and termed this initiative as a step to further the Digital India Programme of the Centre.
The BJP offices at Rohtak, Panchkula and Chandigarh already have the facilities of video conferencing and the remaining offices would be connected with this facility, he said.
District president and other members of party would be present at all district headquarters.
With launch of e-services in PDS system, five lakh fake beneficiaries were identified who were enjoying the subsidy on kerosene and LPG.
By eliminating these ration cards, the state has saved Rs 150 crore which used to be given as annual subsidy on kerosene, he said.
On challenges being faced by the state, Khattar claimed,
"Haryana may not be as poor as many other states. But one of the members has rightly pointed out that disparities still exist among regions of the state."
He also cited the example of Gurugram while speaking on disparities.
"Gurugram's per capita income is Rs 4.5 lakh and in adjoining Nuh district's is Rs 40,000-45,000. To fill this gap, we have to set a target for this and we are framing policies accordingly," he assured, adding we will have to create new avenues to generate employment.
Agriculture land holdings have come down and the challenge is to increase per acre productivity, he said.
"Haryana's location is its advantage. It is close to areas like Delhi, Noida and Ghaziabad, and can supply many things to these cities," Khattar said, adding Haryana's ranking shot up from 14 to 5 in 'Ease of Doing Business', which was occupied by Punjab.
"During a summit earlier this year investments worth Rs six lakh crore were promised and results have started coming," he claimed.
For educated unemployed youths, Khattar said the state government had also implemented a new scheme to provide honorarium them.
"Under this scheme, honorarium of Rs 9,000 would be given in lieu of 100 hours of work in a month. Initially, this scheme was implemented for only post-graduates but later extended to 10+2 pass outs," he said, adding they would be covered and provided work on basis of eligibility and skill.
"The state government is laying special emphasis on skill development and an university for this would be set up at Palwal in Faridabad district," he informed.
Touching upon the Centre's flagship 'Beti Bachao-Beti Padhao' programme, he said, "The government was not looking for any political benefit from it. It was a serious issue which we need to ponder upon. Gender ratio imbalances will create problems."
Khattar announced the state will come out with a Film policy before this year ends and a film festival will also be organised in the golden jubilee year.
He told the House that the government was "serious on tackling problems arising out of stubble burning.

Meanwhile, Parliamentary Affairs Minister Ram Bilas Sharma reiterated that in Swarna Jayanti Year, all leaders should rise above "political considerations".
He urged opposition parties to give suggestions for the state's development.
Referring to the conference for current and former MPs and MLAs held yesterday, Sharma said it was a function of the people for the people.
"Therefore, walking out of the function mid-way by INLD and Congress was not in good taste," he said slamming the Opposition.
Health Minister Anil Vij said, "Haryana still faces the dilemma of not having its independent capital city and some Hindi speaking areas are still under Punjab."
"Haryana and Punjab even today remain twins whose heads are joined and cannot be separated. We share a common capital and High Court," he said.
Congress leader and former Haryana chief minister Bhupinder Singh Hooda said, "When it comes to the state's interests his party will stand shoulder-to-shoulder with the government."
However, he said though he would not like to "criticise the BJP government" on the occasion there were many burning problems.
"The plight of farmers were a cause for serious concern," he said.
On ex-serviceman Ram Kishan Grewal's alleged suicide over OROP issue, Hooda alleged, "Family members of the deceased had told him that government will be according state honours for the last rites. But later it backed out."
Hooda said when Haryana was celebrating its 50 years this was also the time when one needs to introspect "where we are leading this state towards".
"Bickerings and mud-slingings have become order of the day. Pandemonium in the House has also become routine and I must admit that during my 10 years as CM, I tried to set things right but I could not succeed. Therefore, we need to question ourselves what kind of traditions we are setting for our future generations," he asked.
"Haryana was carved out as a separate state after lot of efforts and now it was everyone's responsibility to take it to greater heights," Hooda said.
