Expressing concern at vacancies in government jobs in Bihar, Chief Minister Nitish Kumar today asked Bihar Public Service Commission (BPSC) and Bihar Staff Selection Commission (BSSC) to prepare an annual calender to conduct recruitment-related examinations on schedule.
Presiding over a review meeting of the general administration department, Kumar stressed on the need for expediting recruitment process in government jobs in view of vacancies on key posts in various departments.

The Chief Minister suggested that there was no need for conducting separate written examination for gazetted and non-gazetted posts and the commissions should consider holding one examination for both so that selection could be made on the basis of marks and posts offered on the basis of choice.
In order to expeditiously fill in vacancies, the general administration department should seek a list of vacancies from different departments in a time-bound manner and send it to the recruiting commissions for an idea about the number of vacancies while carrying out the examination process, he said.
Ideally, all departments should inform the general administration department about the number of vacancies in the same year, Kumar said.
On shortage of teachers in universities, he said the departments having more vacant posts should get priority in the recruitment process.
On technical posts like those of doctors, engineers,
agriculture services etc, he said written examination against these posts should be done away with and recruitments should be made on the basis of interviews for which the general administration department should bring a proposal for amendment in the act or rules in this regard.
Reviewing the function of Bihar Institute of Public Administration and Rural Development, the state-owned nodal agency for training and skill development of government employees, the Chief Minister asked for strengthening it.
He also reviewed implementation of the Right to Public Service Act and asked officials to explore as to which other services could be included under it.
On implementation of the Bihar Public Grievance Redressal Act, 2015, Kumar directed officials to finalise all aspects of the service and training imparted to the officials at state and district levels so that the enactment could be brought into force in due course of time.
