The Supreme Court on Monday extended till September 30 the time granted to the AAP government to finalise the Delhi Motor Vehicle Aggregator and Delivery Service Provider Scheme to regulate bike-taxi aggregators in the national capital. A bench of Justices Aniruddha Bose and Bela M Trivedi allowed the plea moved by the Delhi government seeking extension of time. The application is allowed and extension of time for issuing notification on Delhi Motor Vehicle Aggregator and Delivery Service Provider Scheme, 2023 is extended till September 30, 2023, the bench said. During the hearing, the bench asked the counsel appearing for the Delhi government about the reason of delay in finalising the policy. In a notification, the Ministry of Law and Justice said that President Droupadi Murmu has given her assent to the Government of National Capital Territory of Delhi (Amendment) Act, 2023. With this, the legislation becomes a law and replaces the Government of National Capital Territory of Delhi (Amendment) Ordinance, 2023, an official said. The legislation was passed by Rajya Sabha on August 7, after a challenge by the Aam Aadmi Party and other opposition parties was defeated, and by Lok Sabha on August 3. Delhi Minister Atishi will be given additional charge of the services and the vigilance departments, a government source said, with Chief Minister Arvind Kejriwal forwarding a proposal to L-G VK Saxena for approval. The move comes a day after the Delhi services bill secured parliamentary approval after the Rajya Sabha passed the measure that will give the Centre control over the bureaucracy in the national capital. The two portfolios were earlier held by Atishi's Cabinet colleague Saurabh Bharadwaj. Atishi was given additional charge of the revenue, planning and the finance departments in June after Saxena approved a proposal to rejig the Cabinet. The BJP leader claimed that no new cards were provided to the people in the national capital in the last eight years. Over 3 lakh people have already applied for ration cards in Delhi and poor families are waiting for it for many years, he said. "Since the formation of the Kejriwal government, no new ration cards have been issued in Delhi for the past eight years, leaving more than three lakh people waiting for their ration cards. The Arvind Kejriwal government's flagship doorstep delivery of services scheme in Delhi is likely to be expanded soon with the addition of 58 more services, officials said on Wednesday. The doorstep delivery scheme currently covers 100 services of 13 departments. Chief Minister Kejriwal is expected to launch doorstep delivery of the new services in the first week of August, a senior officer said. Preparations for the launch are almost complete and the software for it has been tested, he said. The 58 new services include 29 related to the transport department. These include international driving permits, name change in driving licences and issuing vehicle fitness certificates, according to an official document. Some services related to the Mukhya Mantri Tirth Yatra Yojna and ex gratia payment are also in the list of new services to be added to the doorstep delivery scheme.
