Prime Minister Narendra Modi on Saturday unveiled various youth-focused initiatives worth more than Rs 62,000 crore, with a special emphasis on poll-bound Bihar. Modi launched PM-SETU (Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs), a centrally sponsored scheme with an investment of Rs 60,000 crore. It envisages the upgradation of 1,000 government ITIs in a hub-and-spoke model comprising 200 hub ITIs and 800 spoke ITIs. "Collectively, PM-SETU will redefine India's ITI ecosystem, making it government-owned but industry-managed, with global co-financing support from the World Bank and Asian Development Bank," a PMO statement earlier said. The Election Commission will deploy 470 officers as its observers for the upcoming assembly elections in Bihar and seven assembly bypolls to ensure a level playing field in the electoral contest. In a statement on Sunday, the poll authority said out of the 470, 320 are IAS officers, 60 are IPS and 90 are from other services. General, police and expenditure observers are deployed during elections to serve as eyes and ears of the election watchdog. A briefing of these observers is scheduled here on October 3, a day before the EC visits Bihar to review poll preparedness there. The term of the 243-member Bihar assembly ends on November 22 and polls are likely to take place in November.

The Bihar government will provide financial assistance of Rs 1000 per month to unemployed youths who have graduate degrees for a period of two years under 'Mukhyamantri Nishchay Swayam Sahayta Bhatta Yojana', Chief Minister Nitish Kumar announced on Thursday. Earlier, this scheme was applicable for unemployed youths who had passed their intermediate exams only. Kumar, in a post on X, said, "I am pleased to inform that under the state government's seven resolves programme, the previously operated 'Mukhyamantri Nishchay Swayam Sahayta Bhatta Yojana' has now been expanded.
