K'taka 'caste survey' covers 61.4 mn people, projects population at 68.5 mn

The ongoing Social and Educational Survey, nicknamed as 'caste survey', has so far covered 6,13,83,908 people in the state, Karnataka State Backward Classes Commission said on Friday. The brief summary shared by the Commission said that the projected population of Karnataka is 6,85,38,000 whereas the surveyed population as on October 31 was 6,13,83,908. The Commission said 4,22,258 households refused to take part in the survey while 34,49,681 houses were either vacant or locked. The survey, started on September 22, was supposed to conclude on October 7. The government extended the survey duration for another 10 days till October 18 due to incomplete survey work. It was further extended till October 31. Bihar polls: Police warn against posting caste-tinged songs on social media

Police in poll-bound Bihar cautioned people against posting songs with provocative caste overtones on social media and said strict action would be taken against those trying to disrupt peace and violate the model code of conduct' in the state, DGP Vinay Kumar said. No misuse of social media platforms will be tolerated, he said. The comment comes after supporters of several political parties are posting songs and short videos to spread "caste-based messages", another officer said. Pre-test exercise for 1st phase of Census 2027 to be held from Nov 10-30

The pre-test exercise for the first phase of Population Census 2027, which will include Houselisting and Housing census, shall be conducted in select sample areas in all the states and Union territories from November 10-30, 2025, a top official said on Friday. In a gazette notification, Registrar General and Census Commissioner of India, Mrityunjay Kumar Narayan, said an option for self-enumeration will also be available from November 1-7. The pre-test exercise tests the efficacy of the Census to be conducted between April 1, 2026, and February 28, 2027, in two phases -- Houselisting and Housing Schedule (HLO), and Population Enumeration. It will be the first digital census, which will also enumerate the caste of the citizens. During the test phase, all aspects of the mammoth exercise, ranging from questions, data collection, training, logistics, mobile application and software, will be evaluated to plug any issues in the process, officials said. Soon, Delhi residents can apply for birth, caste certificates via WhatsApp

The Delhi government is working to provide several of its services in a faceless manner, with documents like birth and caste certificates being applied for and delivered using WhatsApp, officials said on Thursday. Nearly 50 services of different departments have been identified, for which one can apply through WhatsApp, they said. Under the 'Governance through WhatsApp' initiative, various services that can be currently applied for online, will be brought to WhatsApp using artificial intelligence, said a senior government officer. The users will be able to interact with a bilingual chatbot -- in Hindi and English -- that will help them apply for services and documents such as birth and caste certificates, upload necessary papers, and pay the fees, he said. Karnataka govt approves statewide caste census from Sep 22 to Oct 7

The Karnataka government on Friday approved the conduct of a statewide Social and Educational Survey or cast census of all citizens between September 22 and October 7 2025. In its order, the government said, "In view of the details stated in the proposal, approval is accorded to the Karnataka State Backward Classes Commission to undertake a survey on the social and educational status of all citizens of the State from September 22, 2025 to October 7, 2025." The order notes that the Chairman of the Karnataka State Backward Classes Commission had earlier written to the government stating the intention to carry out the survey during the above period. Karnataka to finalise caste census timeline, complete survey in 90 days

The Karnataka cabinet will decide the timeline for the caste re-enumeration to be conducted in the state within 90 days, Deputy Chief Minister D K Shivakumar said on Tuesday, promising a "transparent" process that protects the interests of all sections of society. 'Caste data in census won't need legal changes under current framework'

The over 70-year-old Census Act will not require changes to allow enumerators carrying out census exercise to seek details of caste from the population, officials said. They said the 1948 law, which was last amended in 1994, authorises the central government to seek details from the populace as may be mentioned in the form. All castes were enumerated during census exercises carried out in British India between 1881 and 1931. But at the time of the first census of independent India in 1951, the then government decided not to count castes any more except for scheduled castes and tribes. A decade later in 1961, the central government asked states to conduct their own surveys and prepare state-specific lists of OBCs if they wished so. Over six decades later now and after demands from several quarters and various parties, the government decided last month to include caste enumeration in the next nationwide census.
