HC directs Punjab DGP to register 2 FIRs in gangster Bishnoi interview case

The Punjab and Haryana High Court has directed the Punjab police chief to immediately register two FIRs in connection with gangster Lawrence Bishnoi's two interviews aired by a private news channel in March. A division bench of justices Anupinder Singh Grewal and Kirti Singh also asked the Punjab Police special investigation team headed by Prabodh Kumar, Director General, Human Rights Commission, to carry out investigations in the FIRs. The other members of the SIT are IPS officers S Rahul and Nilambari Vijay Jagadale. In its Friday order which was released on Saturday, the high court also said the head of the SIT would be at liberty to seek assistance of any other officer or of any other kind after making such a request to the director general of police. The SIT has been asked to conclude the investigation expeditiously and file a status report before this court within a period of two months, according to the order. HC seeks Delhi Police stand on petition alleging illegal arrest, torture

The Delhi High Court has sought the stand of the city police on a petition seeking enquiry and action against its officers for alleged illegal arrest, physical assault and torture of a man apprehended in a case of attempted murder last month. Justice Vikas Mahajan issued notice on the petition by the wife of the alleged victim claiming "police transgressions" and directed that relevant CCTV footage, including those from the police station concerned, be preserved and placed on record. The petitioner has alleged her husband was "illegally" arrested around 1 AM on November 16 by a team of police officials in mufti who did not present a warrant of arrest, notice or documentation, and was subjected to physical abuse and public humiliation. Mukhtar Ansari gets 5.5 years jail term for death threat to coal trader

A special court here on Friday sentenced gangster-turned-politician Mukhtar Ansari to five-and-a-half year's imprisonment for death threat to a coal trader in 1997. Along with the imprisonment, the MP-MLA court of Ujjawal Upadhyay also slapped a fine of Rs 10,000 on Ansari after convicting him for threatening to kill Mahaveer Prasad Ranguta, the victim's counsel Vidhan Chandra Yadav said. Ansari had threatened to blast Ranguta, a Varanasi resident, and his house in January, 1997, Yadav said. The court completed the hearing in the case on December 5 but reserved its judgment. The bench convicted Ansari and announced the quantum of punishment on Friday, he added. Ansari attended the court proceedings via video conferencing from Banda jail, Yadav said. Ansari, who is an accused in several cases, is lodged in Banda jail since 2021 after being brought from a Punjab Jail. Kolkata emerges as safest city in India for third consecutive year: NCRB

Kolkata emerged as the safest city in India for the third consecutive year, recording the least number of cognisable offences per lakh population among metropolises, a report published by the National Crime Records Bureau (NCRB) said. The eastern metropolis, which reported 86.5 cases of cognisable offences per lakh people in 2022, was followed by Pune (280.7) and Hyderabad (299.2), the NCRB data stated. Cognisable crimes are those for which cases are registered under sections of the Indian Penal Code (IPC) and SLL (Special and Local Laws). According to the NCRB report, Kolkata had registered 103.4 cases of cognisable crimes per lakh people in 2021, which dropped to 86.5 this year. In 2020, the count was 129.5. In 2021, Pune and Hyderabad had reported 256.8 and 259.9 cognisable offences per lakh population, respectively. The rankings were issued after comparison among 19 cities with over 20 lakh population. Govt seeks enhanced Interpol channels to prevent crimes on real-time basis

India has sought "concerted action" through Interpol channels to combat and prevent on "real-time basis" transnational crimes such as terrorism, online radicalisation and cyber-enabled financial fraud, officials said on Friday. At the 91st General Assembly of the Interpol in Vienna, the Indian delegation led by CBI Director Praveen Sood also stressed on the need to abolish any safe havens for crime, criminals and proceeds of crime as well as coordinated strategies to curtail operations of transnational criminal organisations. Switzerland govt confirms woman found dead in Delhi was Swiss citizen

Switzerland has confirmed that a woman whose chained body was found from west Delhi's Tilak Nagar was a Swiss citizen. In a reply to a query from the PTI, Valentin Clivaz, Deputy Head of Media, Embassy of Switzerland in Delhi, in a statement said: "The FDFA (Federal Department of Foreign Affairs) confirms the death of a Swiss citizen in India." The Swiss embassy here is in contact with the local authorities. The FDFA supports relatives within the framework of consular protection, Clivaz said and added that no further details can be given for reasons of "data protection and personal privacy". Law panel recommends rolling out registration of e-FIRs in phased manner

The Law Commission has recommended rolling out registration of e-FIRs in a phased manner beginning with offences bearing up to three years jail term. In a report submitted to the government earlier this week and made public on Friday, the law panel proposed setting up a centralised national portal to facilitate registration of e-FIRs. It said e-FIRs will tackle long persisting issue of delay in the registration of FIRs and allow citizens to report crimes in real time. In his letter to Law Minister Arjun Ram Meghwal, Law Commission Chairman Justice Ritu Raj Awasthi said, "Due to the march of technology, means of communication have progressed in leaps and bounds. In such a landscape, clinging on to an archaic system of registering FIRs does not augur well for criminal reforms.

Financial frauds accounted for over 75% cyber crimes since 2020: Study

Financial frauds accounted for over 75 per cent of cyber crimes in the country from January 2020 till June 2023, with nearly 50 per cent cases related to UPI and internet banking, according to a new study by an IIT Kanpur-incubated start-up. Social media-related crimes such as cheating by impersonation, cyber-bullying, sexting and email phishing accounted for 12 per cent of the online offences during the period, the study showed. The findings have been mentioned by the Future Crime Research Foundation (FCRF), a non-profit start-up incubated at the Indian Institute of Technology (IIT)-Kanpur, in its latest comprehensive whitepaper 'A Deep Dive into Cybercrime Trends Impacting India'. Amazon senior manager murder in northeast Delhi, two more arrested

Two more persons have been arrested in connection with the killing of an Amazon executive in northeast Delhi's Bhajanpura area, police said on Friday. The accused have been identified as Sohail (23), a resident of Noor-e-Elahi in Bhajanpura and Jubair (23), a resident of Mohanpuri in Bhajanpura, they said. With this, a total of four people have been arrested in the case so far. Around 11:30 pm on Thursday, police received a tip-off about the accused persons and nabbed them near Burari while they were trying to escape to Punjab, Deputy Commissioner of Police (northeast) Joy Tirkey said. Manipur violence: CBI takes over 27 FIRs, including 19 crimes against women

The CBI has taken over the investigation in 27 FIRs lodged in connection with ethnic clashes in Manipur that have claimed more than 160 lives in nearly four months, officials said. According to the latest data, the Central Bureau of Investigation (CBI) has so far registered 27 cases handed over to it by the state police -- 19 cases of crime against women, three related to an armoury loot by a mob, two of murder and one each of rioting and murder, kidnapping and general criminal conspiracy, sources aware of the developments said. The agency has re-registered these cases but has not made the details public because of the sensitive nature of the situation prevailing in the northeastern state, they said. CBI teams have started questioning the suspects and victims after visiting the crime sites, the sources added.
