Delhi Chief Minister Rekha Gupta on Friday launched a water pipeline project at a BSF camp in Chhawla in west Delhi, and celebrated 'Bhai Dooj' with the paramilitary force personnel, officials said. The camp of the 25th Battalion of Border Security Force (BSF) set up in 1982 was deprived of piped water supply since then. The Delhi government mopped up about Rs 600 crore in excise revenue from the sale of liquor from retail stores run by its corporations during Diwali, officials said on Thursday. The excise department has recorded sale of Rs 594 crore of liquor from the retail vends during 15 days preceding Diwali, a senior Delhi government officer said. The revenue from liquor sale this year was 15 per cent higher than the sale during the same period last year, he said. "The sale was Rs 516 crore during the fortnight before Diwali in 2024. "This year's sale of Rs 594 crore during the same period shows that there is 15 per cent increase in the total quantum of sale amount of liquor," he said. The Delhi government registered over 12 per cent growth in excise revenue collection in the first half of the current financial year as compared to the same period last year, officials said. Chief Minister Rekha Gupta on Friday said that her government has so far disbursed Rs 738 crore in goods and services tax (GST) refund to the city traders ahead of Diwali. The government earlier announced a GST refund of Rs 1,600 crore to city traders, pending since 2019. The process remains ongoing, with modern technology enabling faster and more efficient refund processing, Gupta said. Highlighting the government's efforts to ensure timely GST refunds, she said that the Trade and Taxes department has successfully cleared pending refund cases amounting to Rs 1,002 crore, of which Rs 738 crore has already been paid to business establishments and traders. So far, 8,259 refund applications have been processed, a record number, including 7,409 claims below Rs 10 lakh. The prompt disposal of these smaller claims has provided much-needed relief to small traders and business owners across Delhi, she said. The Delhi government has banned the sale, purchase and distribution of Coldrif cough syrup after it was declared "not of standard quality", an official order said. According to the order issued on Friday, Coldrif Syrup (Paracetamol, Phenylephrine Hydrochloride, Chlorpheniramine Maleate Syrup), manufactured in May 2025 by Sresan Pharmaceutical Manufacturer, Tamil Nadu, was found to be adulterated with Diethylene Glycol (46.28 per cent w/v), a toxic chemical known to be harmful to human health. All stakeholders are directed to immediately stop selling, purchasing, or distributing the said batch of the syrup. The general public has also been advised not to use the product, given its potential health risks, the order said. The assistance of all stakeholders is sought for the strict implementation and wide dissemination of the public advisory, which has been issued in public interest, it said.

During a press conference on Friday, Delhi Environment Minister Manjinder Singh Sirsa launched an innovation challenge for pollution reduction solutions, inviting individuals, startups, and research institutions to submit ideas aimed at reducing particulate matter (PM2.5 and PM10) emissions. The Delhi government is working to provide several of its services in a faceless manner, with documents like birth and caste certificates being applied for and delivered using WhatsApp, officials said on Thursday. Nearly 50 services of different departments have been identified, for which one can apply through WhatsApp, they said. Under the 'Governance through WhatsApp' initiative, various services that can be currently applied for online, will be brought to WhatsApp using artificial intelligence, said a senior government officer. The users will be able to interact with a bilingual chatbot -- in Hindi and English -- that will help them apply for services and documents such as birth and caste certificates, upload necessary papers, and pay the fees, he said. With rise in liquor sales, the Delhi government has registered over 12 per cent growth in excise revenue collection in the first half of the current financial year as compared to the same period last year, officials said on Saturday. As per official figures, the excise revenue including value added tax (VAT) was Rs 3,731.79 crore during April-September 2024-25. It grew to Rs 4,192.86 crore in the first half of the current financial year. The excise revenue of the first half of 2025-26 is likely to rise further with updates as VAT figures were available up to September 16 only, said an excise department official. "The rise in sale has led to crossing the half mark of excise revenue target of Rs 6,000 crore in 2025-26. With festival season kicking in, peak in sales around Diwali and New Year will hopefully help crossing the annual target," the official added. The committee is tasked with preparing the draft of a new excise policy.
