A high-level meeting held at the Prime Minister's Office on Monday stressed the urgent need to transition to electric vehicles and develop charging infrastructure in the NCR region to combat air pollution. Chairing the meeting of the task force, P K Mishra, the principal secretary to the prime minister, called for strict and timely implementation of the Graded Response Action Plan -- a set of anti-pollution measures enforced during winter -- by all relevant agencies to manage air quality effectively, a statement said. Mishra instructed the chief secretaries of Punjab, Haryana and Uttar Pradesh to rigorously enforce action plans to prevent stubble burning, ensure full utilization of crop residue management machines and support small industries in the economic use of paddy straw, it said. Amidst rains in several parts of the national capital, a wall of a 'dargah' collapsed in central Delhi's Nabi Karim area on Friday morning leaving one person dead and two others injured, officials said. A call regarding the incident was received at 7 am and three fire tenders were pressed into service, an official of the Delhi Fire Service (DFS) said. The official said that two persons were rescued but a few people were fear trapped under the debris of the wall. Following the rescue operation, a man trapped under the debris was taken out. He was taken to the hospital, where he was declared dead, he added. A police officer said that the incident took place at around 6.45 am. The deceased has been identified as Rehmat, 35, a resident of Hardoi in Uttar Pradesh, the officer said. At least four persons were killed every day in the national capital in preventable road crashes in 2022 which saw an increase from the previous year, according to the Delhi government. Fifty per cent of the road crash victims in 2022 were pedestrians while 45 per cent of the victims were two or three-wheeler drivers and passengers, according to a Transport Department report. The 2022 Delhi Road Crash Fatalities Report was recently released by the Delhi government. The report states that 1,571 persons were killed in 1,517 fatal crashes in 2022, i.e. at least four persons killed every day in preventable road crashes. "It is concerning that these numbers represent a 28 per cent increase from the previous year," it noted. A total of 97 per cent of the deaths occurred among vulnerable road users -- pedestrians, motorcyclists, cyclists and auto rickshaw occupants - both motorised and electric- which is higher than the national average of 70.8 per cent, according to the report. Development Minister Gopal Rai has announced the Delhi government's initiative to provide free bio-decomposer spray across over 5,000 acres of farmland to reduce pollution and promote sustainable agricultural practices. Following a high-level meeting with the Agriculture Department and experts from the Pusa Agricultural Research Institute, Rai said the government is making every effort to ensure the timely and effective spraying of bio-decomposer. "So far, 841 farmers have signed up for the programme, and the numbers are expected to rise as awareness campaigns are carried out across farming communities," Rai said. "In our efforts to curb the seasonal rise in pollution due to stubble burning, the Kejriwal government is committed to providing free bio-decomposer spray as we did last year. Heavy rainfall lashed parts of Delhi-NCR on Wednesday afternoon, leading to waterlogging in several parts of the city, with the weathermen predicting more downpour in the next couple of hours. Huge traffic snarls were seen in parts of Delhi, including in South, Central, North, New Delhi and parts of Noida and Gurugram. The Centre has given absolute powers to the Delhi lieutenant governor to constitute any authority, board and commission such as the Delhi Commission for Women and the Delhi Electricity Regulatory Commission. In a notification, the Union Home Ministry said the Delhi LG can also appoint members to such authority, board, commission or statutory bodies. A demolition drive was carried out on Friday by authorities in southeast Delhi's Okhla Phase-2 JJ cluster under heavy security arrangements, officials said. Residents alleged that they have been living here for many years and that they were not given enough time to take out their belongings. Dheeraj, a resident of the area, said that they received a notice regarding the demolition two days ago. "They came here with their bulldozer around 10 am. They did not give us time to take our belongings from our homes. Around 50 shanties are being razed here. We have been living in the area for past many years," he said. Anil Kumar, another resident, said, "Several families were living here for last 40 years. We have nowhere to go. We did not get time to arrange an alternate place where can we shift our stuff." According to police, adequate security personnel have been provided to maintain law and order situation in the area during the demolition, which is still underway.
