The longest US government shutdown on record is doing more than grind activities to a halt at home; an ocean away in Europe, local workers at US military bases have started to feel the pain. Thousands of people working at overseas bases in Europe have had their salaries interrupted since the shutdown began almost six weeks ago. In some cases, governments hosting the US bases have stepped in to foot the bill, expecting the United States to eventually make good. In others, including in Italy and Portugal, people have simply kept working unpaid as the gridlock in Washington drags on. Residents in some US states began to receive their full SNAP food aid Friday as an appeals court left in place, for now, an order requiring President Donald Trump's administration to fund such benefits amid a US government shutdown. A judge had given the Republican administration until Friday to make the payments through the Supplemental Nutrition Assistance Program. The Washington DC National Guard will be deployed to the nation's capital through the end of February, according to formal orders reviewed by The Associated Press. The formal order, dated Nov 4, extends the original order from Aug 11 and says the Guard members will be in the city at least through Feb 28. The Department of Agriculture, which oversees the Supplemental Nutrition Assistance Programme (SNAP), had planned to freeze payments starting November 1 because it said it could no longer keep funding it during the federal government shutdown. The programme serves about 1 in 8 Americans and is a major piece of the nation's social safety net. It costs more than USD 8 billion per month nationally. The government says an emergency fund it will use has USD 4.65 billion -- enough to cover about half the normal benefits.
