"We should think seriously about Kerala's inability to attain world-class standards in the area of research. We are failing to achieve in-house excellence. We should think about it seriously and suggest solutions," he said. Listing various programmes implemented by the Left government in the higher education sector, the Chief Minister said their objective was not superficial changes but thorough reforms in tune wi

The Delhi High Court has asked the city government to ensure five per cent reservation for specially-abled candidates in all educational institutions and that the mandate of the Rights of Persons with Disabilities Act is followed. A bench headed by Chief Justice Satish Chandra Sharma also asked Guru Gobind Singh Indraprastha University to reserve seats for specially-abled persons as per the law. The court's order came on a public interest litigation which alleged that the respondent university was not providing five per cent reservation to specially-abled persons following the provisions of the Rights of Persons with Disabilities Act, 2016. The bench, also comprising Justice Saurabh Banerjee, observed the university was providing a five per cent quota to specially-abled persons in all courses and no further orders need to be passed. Malpractice in admission in educational institutions are antithetical to the Constitution, which provides that the process be held in a fair, transparent and non-exploitative manner, the Delhi High Court has said. The court, while rejecting petitions by several private institutions here assailing Delhi government circulars regulating admissions against management seats, said although "backdoor entry" into professional courses is not unknown, institutions are under an obligation to maintain merit and transparency. Selection of students should not be based on extraneous factors such as personal connections, wealth or social status, it said. In the present case, the circulars introduced several measures with the aim to ensure and maintain fairness and transparency in the admission process as they envisaged the creation of an online portal to display branch-wise and college-wise seats available under the management quota.
