The Delhi High Court today said the recent retirement of some of its judges has seriously impacted its strength, leading to increased workload and consequent delay in deciding cases. "After the two recent retirements in May and June this year, the number of division benches was reduced by one. After the next retirement, the number of division benches will further go down," a bench of Acting Chief Justice Gita Mittal and Justice C Hari Shankar said. As a result, the number of cases before other judges would go up by hundreds, the bench observed. Justices Deepa Sharma and S P Garg had retired in May and June respectively, while Justices P S Teji and Pratibha Rani are expected to retire in August. This will bring down the strength of the Delhi High Court to 34 from the existing 36. The sanctioned strength of the High Court is 60. The observation by the bench came after senior advocate Kirti Uppal said he had recently raised the issue before the Supreme Court and pointed out that matters .
A 19-year-old married woman allegedly committed suicide by hanging herself from the ceiling fan at her home in Jhalawar district, police said today. Radhabai was married to Ishwar Singh alias Lal Singh Rajput since three years but had moved to her in laws' home in Payaria village under Pagaria police station in the district only this year, they said. She ended her life in her room on Sunday evening, they added. According to the police personnel at Pagaria police station Shyam Babu, the reason behind the extreme step is yet to be ascertained as no suicide note was recovered from the room. The Supreme Court today agreed examine a plea of the Jammu and Kashmir government that the police does not require prior sanction before lodging an FIR against army personnel, as was done in the January 27 Shopian firing case involving a senior army officer. A bench headed by Chief Justice Dipak Misra, however, did not agree to the J and K government's contention that either all states, or states like Assam and Mizoram where Armed Forces (Special Powers) Act (AFSPA) is in force, be made parties, since the police's powers to register FIRs against army personnel involved in cognisable offences, would be directly affected. The ruling Aam Aadmi Party said today the alleged suicide of a 17-year-old girl at a police post in West Delhi was a "custodial death" and urged Home Minister Rajnath Singh to fix responsibility of Delhi Police officials on duty there. Delhi Police is "clearly at fault", senior AAP leader Atishi Marlena said, questioning why the minor girl was at the Tilak Vihar police post at 1.30 in the night. The Supreme Court today disposed of a plea filed by the Kerala Union of Working Journalist (KUWJ) to open a media room at the Kerala High Court, which was closed down in 2016 after a stand-off between lawyers and journalists. A bench of Justices A M Sapre and U U Lalit said no purpose will be served by keeping the petition pending before the apex court and a similar petition was pending before the high court. A full bench of the High Court had earlier referred the matter to its five-judge bench. Four Tamil Nadu fishermen were arrested by Sri Lankan Navy today on charges of smuggling ganja, police said. The fishermen from Tondi in Ramanathapuram district were allegedly smuggling the narcotic in a country boat when the Lankan naval personnel intercepted them near Katchatheevu. On seeing the naval personnel, the fishermen threw some bags containing ganja into waters, but the former recovered 40 kg of the narcotic substance from the boat and arrested them, police said. Meanwhile, a fibre glass boat from Tuticorin was found abandoned near the Pamban bridge and police said they were investigating into it.

A man was arrested for raping a four-year-old girl in Wazirganj area near here, the police said today. Badaun Superintendent of Police (Rural) Surendra Pratap Singh said Iqbal was arrested from the Wazirganj police station area on the complaint of the victim's uncle. Iqbal allegedly lured the girl to a desolate place and raped her, the SP said, adding that the girl has been sent for medical examination. "The police registered a case under various sections of Indian Penal Code and the Protection of Children from Sexual Offences (POCSO) Act, and arrested the accused," Singh said.

The Supreme Court on Monday fixed July 30 for further hearing in the petition filed by Lt Col Karamveer Singh who had moved the court to quash the Jammu and Kashmir (J-K) Police's FIR against his son Major Aditya Kumar.The J-K police had registered an FIR against Kumar for his alleged involvement in the Shopian firing incident earlier this year.Singh, a Kargil war veteran, had moved the Supreme Court against the FIR lodged by the J-K police and sought quashing of the FIR.The three-judge bench of the apex court, headed by Chief Justice of India Dipak Misra, will decide on July 30 if the plea filed by Singh is maintainable or not.The J-K government had submitted to the apex court that Singh's petition is not maintainable and should not be heard by the court. Special Operations Group (SOG) of Rajasthan police has arrested four persons for impersonating in police constable and Staff Selection Commission (SSC) examinations, a senior official said here today. At least eight persons, including five children, were today killed and two others seriously injured when their tempo collided with a dumper truck in Chitrakoot district, police said. Ten persons were travelling in the tempo when it collided with the truck coming from the opposite direction, killing eight of them on the spot and critically injuring two other children, Superintendent of Police (SP) Manoj Kumar Jha said. He said that the age of the children would have been between 6-10 years and the identity of the deceased was yet to be ascertained. The injured were admitted to a hospital, while the bodies of the deceased was sent for post-mortem, the SP said. The dumper truck was seized, while efforts are on to nab the absconding driver, he said.

A transporter and his friend have been booked for allegedly stripping his three tribal employees naked and assaulting them for 'stealing' 120 litres of diesel from his trucks here, the police said today. The alleged incident occurred on the night of July 11, a police official said. A video of the purported incident has gone viral since then. Sanjeevani Nagar police station inspector Bhuneshwari Chauhan said the prime accused Guddu Sharma, an upper caste, had hired the three men as cleaners and drivers on his trucks. On the night of July 11, Sharma accused the three men of stealing 120 litres of diesel from his trucks, and with the help of his accomplice Sheru (40) made them remove their clothes, Chauhan said. Taking note of several cases where persons were arrested or taken into preventive custody as there were "no guidelines", the Delhi High Court has decided to examine the issue saying such instances curtailed the liberty of an individual. Considering that liberty of the detained persons was being curtailed through the use of statutory powers by special executive magistrates (SEM), the court raised another question about the provision of legal aid to such people to make them aware of their rights. "The court proposes to examine the larger issues that arise because it appears that there are large number of similar cases where the powers under sections 107/151 CrPC are being invoked to preventively detain/arrest persons with there being no guidelines as such as to the procedure that has to be followed and the period for which such persons are to be detained," a bench of Justices S Muralidhar and Vinod Goel said.
