The Bombay High Court has said private firms appointed by the government for octroi and toll collection from vehicles have to pay stamp duty. A division bench of justices S C Dharmadhikari and Bharati Dangre was recently hearing a petition alleging non-payment of stamp duty amounting to crores of rupees since 2005 by a private firm which was appointed by seven municipal corporations in Maharashtra for collection of octroi and toll. Relying on a judgement passed by the Supreme Court last month on a similar issue, the high court said the octroi collecting contractors have to pay stamp duty under the provisions of the Bombay Stamp Act. "Such agreements between the civic body concerned and private companies cannot escape stamp duty," it said. "The Supreme Court has already decided the issue. Now, it is not debatable," the court further said. A Chinese man has been arrested by customs officials for allegedly trying to smuggle into the country gold valuing about Rs 92 lakh at Delhi airport, according to an official statement issued today. The accused was intercepted after his arrival from Hongkong on Wednesday. A detailed personal search of the passenger resulted in the recovery of three gold bars, weighing three kilograms, concealed inside specially designed pockets of the jeans worn by him, the statements issued by the customs said. The gold bars, valued at Rs 91.88 lakh, has been seized, it said, adding that the Chinese man has been arrested. Earlier this month also, four Chinese men were arrested by the customs for allegedly trying to smuggle into the country 10 kilograms gold at the airport. The National Investigation Agency (NIA) has initiated the process for securing an Interpol Red Corner notice against Pakistani diplomat Amir Zubair Siddiqui, who was chargesheeted last week for allegedly conspiring to launch terror strikes on the US and Israeli consulates in South India. Officials in the agency said the paperwork was being completed and would be sent soon to the Interpol headquarters based in Lyon in France for issuance of the Red Corner notice against Siddiqui, who during his stint at Pakistani High Commission in Sri Lanka during 2014 had conspired to carry out terror strikes in India. He was named by a Sri Lankan resident Sakir Hussain, who is at present undergoing a simple imprisonment after pleading guilty in a court of law. He was arrested by the Tamil Nadu Police after the Intelligence Bureau busted the conspiracy in April 2014. His jail term will end next year. The Delhi High Court has asked the trial court to review once a month progress of the probe into the disappearance of a St Stephen's Hospital doctor as well as into the alleged murder of his colleague of which he is accused. A bench of justices S Muralidhar and I S Mehta passed the order disposing a plea filed by Vandana Gupta who had moved the court to ascertain the whereabouts of her son Dr Suyash Gupta. The bench has recorded in its order that a status report was filed by the Delhi Police detailing the probe undertaken by the Sabzi Mandi Police to ascertain the whereabouts of the doctor . It also stated that the report could not be shared with the doctor's mother at this stage. A 25-year-old man was killed while his father was injured while trying to stop car thieves from fleeing in south east Delhi today, police said. The police received a call about the incident in Jaitpur at 4:20 AM today. A man named Vishal was declared brought dead while his father was admitted to AIIMS trauma centre, where they were rushed to after the incident. It was later revealed that two car thieves came in a four wheeler and were attempting to steal vehicles parked in the area, a senior police officer said. Vishal intervened when he got to know from his sister Shivani and brother Rohit that the auto thieves were in the vicinity , he said. A notice published on the high court website this evening said that Justice Revati Mohite-Dere, who was dealing with the petitions, will no longer hear criminal revision applications. Apart from Justice Mohite-Dere, the assignment of cases of some other judges has also been changed. Justice Mohite-Dere will now hear matters concerning anticipatory bail applications, while Justice N W Sambre will deal with all criminal revision applications, the notice said. A young married woman was arrested for allegedly throwing her 25-day-old daughter in a garbage dump in east Delhi, police said today. Accused Neha, a resident of East Vinodpur, was arrested after her infant daughter died at the GTB hospital here today, a senior police officer said. "The woman admitted throwing the infant in a garbage dump saying she did so due to anger and frustration over looking after the baby girl," he said. The incident was reported yesterday and a case of kidnapping was filed. During the search for the baby, suspicion fell on Neha as a witness came forward who saw the woman throw something in the garbage dump, the officer said. During questioning, the accused revealed the location she had dumped the infant, he added. A police team found the infant alive and rushed her to the LBS hospital. She had sustained fractures in her skull, the officer said. The baby was later shifted to the GTB hospital, where she died today, he added.

Three men, including a Nigerian national, were arrested and 2.5 kg of high-grade heroin worth nearly Rs 10 crore was recovered from them, police said today. The trio were part of an international cartel that smuggled heroin from Afghanistan and Pakistan into the country, Deputy Commissioner of Police (Special Cell) P S Kushwah said. Acting on specific intel, the special cell apprehended two Punjab-based suspected drug-traffickers, Surinder Kumar and Denny Kumar, from near an under-construction Metro station in Tikri Mor here around 12.15 am on February 19, he said. They were headed towards Punjab with a consignment of heroin from a supplier in Dwarka, the officer said. The duo were found carrying heroin, one kilogram each. During interrogation they revealed that their supplier was a Nigerian, John, he said. They also disclosed that the drug was handed over to them at Amrahi extension, Dwarka, and Vikas Puri. The half-burnt body of a youth was today found in the municipal dumping yard in the Ramanayyapet area here, police said. Sarpavaram police said that the youth, identified as Rayudu Hari (32), was a resident of Iswaryanagar. Investigations revealed that he was killed by his wife, Bhanu, and her cousin, Chandu, after the deceased objected to their relationship, officials said. The two have confessed to the crime, including attempting to dispose the body by burning it at the dumping yard, the official said. They had been remanded in judicial custody and further investigations were underway, the official added.
Lawyer-activist Prashant Bhushan today demanded a judicial inquiry or a probe by a special investigation team into the death of judge B H Loya, who presided over the Sohrabuddin Shaikh 'fake' encounter case trial.
