The global annual average loss (AAL) in the principal infrastructure sectors due to disasters and climate change currently stands between USD 301 and USD 330 billion, according to a biennial report from the Coalition for Disaster Resilient Infrastructure (CDRI). The inclusion of health and education infrastructure, and building stock, increases that range to USD 732 to USD 845 billion -- around one-seventh of the global GDP growth in the financial year 2021-2022 -- with nearly half of this contingent liability held by the low-and-middle-income countries, the report said. The low-and-middle-income countries (LMICs), therefore, face a multi-dimensional challenge -- a large infrastructure deficit that constrains social and economic development, precarious and poor-quality infrastructure due to deficiencies in infrastructure governance, disaster-related asset loss and damage and service disruption, and a stock of legacy infrastructure increasingly ill-suited to address the challenges ...
Hundreds of small tremors have shaken a densely populated volcanic area west of the Italian city of Naples in recent weeks, pushing the government to quickly redraft mass evacuation plans, even though experts don't see an imminent risk of eruption. In the latest of a long string of tremors, a 4.0-magnitude earthquake hit the region of Campi Flegrei (Phlegraean Fields) Monday. The region is home to a caldera, a cauldron-shaped depression left behind by the eruption of a very large volcano. The one in Campi Flegri is the largest in Europe and last erupted in 1538. A new explosion would put half a million inhabitants at risk. Monday's tremor followed a 4.2-magnitude quake recorded last week, the strongest in the area for 40 years, according to the National Institute of Geophysics and Volcanology (INGV). Experts at INGV have warned authorities and residents that tremors could intensify in the near future as seismic activity continues. However, they have clarified that the intensity of
The West Bengal government on Monday said that there is a high possibility of flood in seven districts of the state due to continued incessant rainfall in the upper catchment areas of neighbouring Jharkhand. Chief Secretary H K Dwivedi on Monday afternoon held an urgent virtual meeting with senior officials of the districts of Paschim Bardhaman, Bankura, Birbhum, Purba Bardhaman, Paschim Medinipur, Hooghly and Howrah and directed them to immediately take all forms of precautionary measures. "During the meeting, the chief secretary directed all District Magistrates and SPs to immediately identify low-lying and flood-prone areas as well as start monitoring waterlogging and embankment breaches and take proper steps for their remedies," an official statement said. "The chief secretary informed the meeting that the India Meteorological Department (IMD) has predicted rainfall to continue till October 5 with heavy rainfall predicted tomorrow. The well-marked low-pressure area is currently
Scientific and technical institutions studying land subsidence in Joshimath have attributed the crisis to the hill town's location on a slope over morainic deposits or loose sediments, population pressure, construction of multi-storeyed buildings and the absence of a system for proper disposal of water coming from the upper reaches. Though the reports are separate and approach the problem from different angles, they are largely in concurrence with each other on the combination of factors that may have led to the aggravation of the situation in Joshimath early this year. Joshimath's susceptibility to land subsidence because of being located on a foundation of loose sediments coupled with increasing population pressure and multi-storeyed buildings, including hotels, in the town are some of the factors cited in nearly all the reports submitted by eight different institutions. The Central Building Research Institute, Central Ground Water Board, Geological Survey of India, Indian ...

Congress leader Priyanka Gandhi Vadra on Wednesday said that party MP from Mandi, Pratibha Singh, would raise in the special session of Parliament the demand for declaring the recent calamity in Himachal Pradesh a "national disaster". However, Gandhi said she was not sure if the party MP would be allowed to raise the demand during the session. A special session of Parliament will be held from September 18 to 22. We do not know what the session is about and whether she (Pratibha Singh) would be allowed to raise the issue or not but even if this does not happen, we should make a strong representation to the Centre on it and the Congress would fully support it, she told reporters during her visit to the Shiv temple site in Summer Hill here. Gandhi also met the families affected by the landslide. Twenty people were killed in the landslide at the Shiv temple on August 14. Three landslides had claimed 27 lives in Shimla city with Fagli and Krishnanagar slides claiming five and two ...

Taiwan suspended flights, rail transport and ferry services along with classes, outdoor events, and officials urged workers to stay home as the island prepared for the arrival of Typhoon Haikui later Sunday. The storm's approach came as Typhoon Saola continued to weaken while moving along the Chinese coast, where 900,000 people and 80,000 fishing vessels had been moved to safety and most of Hong Kong and parts of the coastal mainland closed down businesses, transport and schools. Damage appeared to be minimal, however, and restrictions had largely been lifted by Sunday. Parts of Taiwan were already feeling the effects of Haikui's heavy rain and high winds, and dozens of domestic flights were canceled, along with air services to Hong Kong and Macao. The storm had maximum sustained winds of 137 kph (85 mph), with gusts up to 173 kph (107 mph), according to the island's meteorological bureau. Among events canceled was a hot air balloon festival in the central Taichung region, several

A row of buildings in Kullu district collapsed Thursday and hundreds of travellers were stranded in relief camps after landslides blocked the road to Mandi in rain-battered Himachal Pradesh. On Wednesday night, there were over 900 people at camps near Pandoh on Kullu-Mandi road. Three more bodies were recovered on Thursday from the rubble of the landslide that buried a Shiv Temple in Shimla's Summer Hill area on August 14. The seven or eight buildings which collapsed in Kullu's Anni town had been vacated earlier and there were no casualties, officials said. Authorities have ordered the closure of all schools in Shimla on Friday. About 120 people have died in landslides and other rain-related incidents in the state this month, about 80 of them since August 14. Altogether, 242 people have died in Himachal Pradesh since the monsoon began on June 24. Officials said stranded people on the Kallu-Mandi highway were shifted to relief camps set up in hotels, rest houses and residential ho
Major wildfires were burning in Greece and on one of Spain's Canary Islands off the northwest coast of Africa Monday, with hot, dry and windy conditions hampering the efforts of hundreds of firefighters battling the blazes, two of which have been burning for several days. European Union officials have blamed climate change for the increasing frequency and intensity of wildfires in Europe, noting that 2022 was the second-worst year for wildfire damage on record after 2017. In Greece, authorities ordered the evacuation of two villages in the central Viotia region, about 100 kilometres northwest of Athens, after a forest fire broke out Monday morning. The coast guard put two patrol boats and several fishing boats and private vessels on standby in case an evacuation by sea was necessary. Authorities said the body of a man was recovered from a sheep pen in the area under evacuation, with local media reporting the man apparently died of smoke inhalation while trying to save his ...
Greek authorities evacuated another four villages near the northeastern border with Turkey Sunday where a large summer wildfire that has already destroyed several homes over the weekend drew dangerously close. There were no reports of serious injuries to firefighters or residents from the forest blaze near the town of Alexandroupolis, that forced the evacuation of another eight villages Saturday. Strong winds whipped on the flames, and civil protection authorities warned of an extreme fire risk Monday in the region around the capital, Athens, and other parts of southern Greece. Some 200 firefighters, assisted by 16 water-dropping aircraft, volunteers and police, were battling the blaze near Alexandroupolis. Local authorities said about half a dozen outlying houses and outbuildings were badly damaged in two of the evacuated villages, as well as a church. Sections of a major highway were closed for a second day as smoke reduced visibility, while Alexandroupolis residents were advise
