Congress MP Gaurav Gogoi on Tuesday said the opposition bloc INDIA was forced to bring the no-confidence motion against the government to break Prime Minister Narendra Modi's "vow of silence" on Manipur. Initiating the debate on the motion in the Lok Sabha, Gogoi alleged that a government which talks about "one India has created two Manipurs -- one living in hills and the other in the valley". As the lower house took up the motion moved by Gogoi, there were heated exchanges between the opposition and treasury benches after Parliamentary Affairs Minister Pralhad Joshi wondered why Rahul Gandhi's name as lead speaker was withdrawn last minute. Gogoi's response that should the remarks made by the prime minister in Lok Sabha Speaker Om Birla's chamber be revealed in the House evoked a sharp retort from Home Minister Amit Shah who said the member cannot make unsubstantiated claims about the PM. Prime Minister Narendra Modi said on Tuesday that the no-confidence motion brought by the opposition is a reflection of mutual distrust among INDIA bloc parties as they want to test who is with their proposal and who is not, sources said. In his address to party MPs at the BJP parliamentary meeting, he described the opposition alliance as 'ghamandia' (marked by arrogance) and congratulated the party's Rajya Sabha members for the "semi-final" win in voting on the Delhi services bill. Congress leader Rahul is likely to open the debate from the opposition side when the Lok Sabha takes up discussion on the no-confidence motion against the government on Tuesday. Sources in the Congress said Gandhi will open the discussion while other leaders such as Gaurav Gogoi, who moved the motion, will follow later. Starting Tuesday, the Lok Sabha is set to witness a fierce debate on the no-confidence motion against the BJP-led government. No-trust vote, Delhi services Bill highlight of final week of Parliament

The Monsoon session of Parliament is set for a stormy final week with the Lok Sabha being set to take up the no-confidence motion against the government while the Rajya Sabha is likely to witness some spirited debate over the Delhi services bill. At the outset, all eyes will be on the Lok Sabha Secretariat on Monday when it is expected to review the stay granted by the Supreme Court on the conviction of Rahul Gandhi in the 'Modi surname' case and decide on the revocation of his Parliament membership. If Gandhi's disqualification is revoked, the Congress would prefer him to be the key speaker from the opposition ranks during the no-trust motion which is scheduled to be taken up for debate on Tuesday. A no-confidence motion by the Congress against the Narendra Modi government was admitted in Lok Sabha on Wednesday, setting the stage for a showdown between the opposition and treasury benches amid concerted efforts by the anti-BJP bloc to force Prime Minister Narendra Modi to speak on the contentious Manipur issue in Parliament. Admitting the motion moved by Congress MP from Assam Gaurav Gogoi after a head count of 50 members in its support, a mandatory requirement, Lok Sabha Speaker Om Birla said a date for a discussion on the motion will be decided after consulting the leaders of all parties. Sources in the opposition bloc said Birla has called a meeting of floor leaders of all parties in Lok Sabha on Thursday. No confidence motions have been moved in Lok Sabha 27 times in the past, and all of them have either been defeated or remained inconclusive, data compiled by a think tank shows. However, at least thrice governments have fallen during vote on a 'motion of confidence', which is a motion brought by the government to prove its strength. With the opposition moving a no-confidence motion against his government, Prime Minister Narendra Modi's remarks in Lok Sabha in 2019 have gone viral in which he mockingly tells opposition parties to prepare hard to bring such a motion in 2023.
