Surprised that PESA implementation not completed yet: Parliamentary panel

The Parliamentary Standing Committee on Rural Development and Panchayati Raj on Monday said it is surprised to note that even after almost 30 years of passing the PESA Act, its implementation has not been completed yet. In an action taken report tabled in Parliament on Monday, the committee, which is headed by Congress MP Saptagiri Sankar Ulaka, said that many states still lack the necessary rules and important laws related to land, forests and minerals, which are not fully aligned with PESA. The committee in its report noted the steps taken by the Ministry of Panchayati Raj for the effective implementation of the provisions of Panchayats (Extension to the Scheduled Areas) Act, 1996, commonly known as the PESA Act. The Lok Sabha was adjourned till 1 pm on Monday amid opposition protests on revision of electoral rolls in Bihar, delaying the start of the discussion on Operation Sindoor. Opposition members were in the well of the Lok Sabha, raising slogans on the special intensive revision of electoral rolls in Bihar, when the House reconvened at noon for the discussion on Operation Sindoor. "There is something called commitment. Leaders of all parties had sought a discussion on Operation Sindoor and now you are in the well of the House raising other issues," Speaker Om Birla said while addressing opposition members. Covid vaccine didn't raise risk of deaths among young adults: Nadda

An ICMR study has found that Covid vaccination did not increase the risk of unexplained sudden deaths among young adults in India, Union Health Minister J P Nadda told Lok Sabha on Friday. Past Covid hospitalization, family history of sudden death and certain lifestyle behaviours increased the likelihood of unexplained sudden deaths. Responding to a question, Nadda said the Indian Council of Medical Research (ICMR) has informed that it and the National Centre for Disease Control (NCDC) explored two approaches to investigate the causes of sudden death. The first approach was a retrospective case-control study to determine the risk factors associated with sudden death and the second approach of the study was to prospectively investigate sudden deaths in young adults using a virtual autopsy approach. Indian students face US visa appointment issues: Govt to Parliament

The Ministry of External Affairs (MEA) has received several representations from Indian students and their families, flagging difficulty in obtaining US student visa appointments after American authorities announced an expanded screening and vetting for visa applicants, the government said on Thursday. In a written response to a query in the Rajya Sabha, Minister of State for External Affairs Kirti Vardhan Singh also said the MEA took up the matter with the US embassy in New Delhi as well as the US Department of State. Lok Sabha proceedings were adjourned till 2 pm on Thursday following Opposition protests over the revision of electoral rolls in Bihar. 'Govt does not foresee revenue shortfall, aims to achieve deficit target'

The Central government does not foresee any revenue shortfall at this stage and aims to achieve the targets fixed in the Budget Estimates for 2025-26, Minister of State for Finance Pankaj Chaudhary informed Parliament on Tuesday. As per the Budget, the Centre has estimated the fiscal deficit for 2025-26 at 4.4 per cent of GDP, amounting to Rs 15.69 lakh crore. In a written reply in the Rajya Sabha, the minister said the Central government supports state finances through Finance Commission grants, Centrally Sponsored Schemes, and Special Assistance as loans to states for capital expenditure. Total resources being transferred to the states, including the devolution of state's share in taxes, grants/loans and releases under Centrally Sponsored Schemes, etc, in Budget Estimates for 2025-26 is about Rs 25.01 lakh crore, he said. Parliamentary panel recommends RRTS link between IGI and Jewar Airports

A parliamentary panel has recommended that the Union Housing and Urban Affairs Ministry connect the Indira Gandhi International Airport and the under-construction Jewar airport through the Regional Rapid Transit System (RRTS) corridors. The Standing Committee on Housing and Urban Affairs, chaired by Magunta Sreenivasulu Reddy, appreciated the efforts of the National Capital Region Transport Corporation (NCRTC) for ensuring multimodal integration of RRTS with other transport modes such as metro rail, railways, inter-state bus terminals (ISBTs), bus depots and expressways. In its report, the committee emphasised that Jewar Airport is expected to become a key transport hub for residents of Ghaziabad, Gautam Budh Nagar, and nearby areas in the future.
