UN calls for thorough investigation into killings during Bangladesh unrest

A top United Nations human rights official called Wednesday for a thorough investigation of all killings and other rights violations during the violent unrest leading up to and after the fall of Bangladesh's former Prime Minister Sheikh Hasina. The UN's High Commissioner for Human Rights Volker Turk concluded a two-day visit to Bangladesh on Wednesday, as an interim government headed by Nobel laureate Muhammad Yunus is navigating through challenges to establish order in the country. Hasina ended her 15-year rule when she fled the country to India on August 5 after a student-led demonstration morphed into an anti-government protest movement in July. Hundreds of students, security officials and others were killed during the protests, and after Hasina's fall hundreds more, including Hasina's supporters, were killed in revenge attacks or in mob violence across the South Asian nation. A writ petition filed in a high court in Bangladesh seeking a ban on ousted Prime Minister Sheikh Hasina's Awami League and several other parties was withdrawn on Tuesday. Leaders of the anti-discrimination students' movement, which led to the ouster of Hasina's 15-year regime on August 5, on Monday in a petition in Dhaka High Court sought the court's directions to prevent the Awami League and 10 other parties from conducting political activities in the country. Court officials and lawyers said three top leaders or coordinators of the movement -- Sarjis Alam, Hasnat Abdullah and Hasibul Islam -- decided not to proceed with the petition that also questioned the past three general elections in 2014, 2018 and 2024 which installed Hasina-led Awami League to power. Bangladesh's interim government on Wednesday banned ousted prime minister Sheikh Hasina-led Awami League party's student organisation Bangladesh Chhatra League (BCL) under the Anti-Terrorism Act. A top adviser in Bangladesh's interim government has said that his country would strongly protest if India tried to refuse extradition of ousted former prime minister Sheikh Hasina by citing any provision in the treaty, media reports said on Friday. Law Adviser Asif Nazrul's comment came hours after Bangladesh's International Crimes Tribunal on Thursday issued arrest warrants against Hasina, who fled to India after being ousted following massive anti-government protests. The tribunal directed the authorities to produce Hasina and 45 others charged along with her before it by November 18. Asif, while speaking to a news channel late on Thursday, said they will have many legal arrangements but "India is certainly bound to return Hasina (to Bangladesh) if India honestly interprets this." Bangladesh's interim government has granted magisterial powers to the Army for two months to improve law and order in the country and prevent "subversive acts". The Ministry of Public Administration issued a notification on the government's decision on Tuesday, saying it will be applicable with immediate effect. The powers will be given to commissioned officers of the Army. The order will remain in force for the next 60 days. Section 17 of the Code of Criminal Procedure, or CrPC, which awards Army officers the status of special executive magistrates, says these officers shall be subordinate to the district magistrates, or deputy commissioners, bdnews24.com reported.
