RBI sets up 10-member expert committee on benchmarking of its statistics

The RBI on Monday announced setting up a committee under deputy governor Michael Debabrata Patra on benchmarking the statistics regularly disseminated by it against global standards. The 10-member 'Expert Committee on Benchmarking of its Statistics' has been asked to submit report by the end of November 2024. The panel, chaired by Patra, will also study the quality of other regular data, where such benchmarks do not exist (like sectors of national priority) and provide guidance on the scope for any further data refinement. The other members of the committee are R B Barman (former chairman, National Statistical Commission), Sonalde Desai (National Council of Applied Economic Research, New Delhi and University of Maryland, USA), Partha Ray (Director, National Institute of Bank Management, Pune), and Bimal Roy (former chairman, National Statistical Commission; and former director, Indian Statistical Institute, Kolkata). Poverty declines to 8.5% in 2022-24 from 21.2% in 2011-12: NCAER paper

Poverty in India is estimated to have declined to 8.5 per cent in 2022-24 from 21.2 per cent in 2011-12, despite the challenges posed by the pandemic, according to a research paper by the economic think tank NCAER. The paper titled 'Rethinking Social Safety Nets in a Changing Society', authored by Sonalde Desai of NCAER, used data from the newly completed Wave 3 of the India Human Development Survey (IHDS) as well as data from Waves 1 and 2 of the IHDS. "According to the IHDS findings...poverty declined significantly between 2004-2005 and 2011-12 (from a headcount ratio of 38.6 to 21.2), and it continued to decline between 2011-12 and 2022-24 (from 21.2 to 8.5) despite the challenges posed by the pandemic," the paper said. Co-inventor of DLS method, English statistician Frank Duckworth dies at 84

English statistician and one of the inventors of the Duckworth-Lewis-Stern (DLS) method, Frank Duckworth died at the age of 84, according to a report. Duckworth passed away on June 21, according to a report in ESPNcricinfo.com. The Duckworth-Lewis method, devised by Duckworth and fellow statistician Tony Lewis, was introduced to determine results in rain-affected cricket matches. The method was first used in international cricket in 1997 and was formally adopted by the ICC as the standard method for setting revised targets in truncated games in 2001. The method was renamed the Duckworth-Lewis-Stern method after the retirement of Duckworth and Lewis, followed by some modifications by Australian statistician Steven Stern. Duckworth and Lewis were both awarded MBEs (Member of the Order of the British Empire) in June 2010. Centre to use tech to reduce time-lapse between survey, policy-making

The Ministry of Statistics & Programme Implementation will continue to focus on technology to reduce the time lag between surveys to enable evidence-based policy making and increase the frequency of such periodic studies, said a senior official. Addressing a 'Data user conference on Household Consumption Expenditure Survey (HCES) 2022-23' Statistics Secretary Saurabh Garg said, "Use of technology is something which we will continue to focus on as we move ahead. The purpose of that is to ensure that the time period between surveys can be reduced." Citing examples of HCES, PLFS (periodic labour force survey), he said many of these surveys are annual and the ministry is trying to find out which of these surveys can be made quarterly or even monthly. Statistics Min ties up with Isro to conduct digital Urban Frame Survey

The Ministry of Statistics and Programme Implementation (MoSPI) has inked an initial pact with National Remote Sensing Centre under ISRO to digitalise Urban Frame Survey using the Bhuvan Platform. This collaboration is aimed at transforming Urban Frame Survey (UFS) from analogue to digital mode and help MoSPI to achieve the targets of updating urban frame regularly in a timely manner, an official statement said. NSSO (FOD) under MoSPI has entered into a Memorandum of Understanding (MoU) with NRSC under the Indian Space Research Organization (ISRO) to facilitate UFS in a digital mode using the Geo ICT tools and techniques of Bhuvan Platform. The agreement covers development/ improvement of mobile application for geo-tagging of NSSO UFS data, web portal for visualisation, system generated scrutiny, editing, etc. of data submitted through mobile application, and others. 431 infra projects hit by cost overrun of Rs 4.80 trn in Jan, says Mospi

As many as 431 infrastructure projects, each entailing an investment of Rs 150 crore or above, were hit by cost overrun of more than Rs 4.80 lakh crore in January 2024, an official report stated. According to Ministry of Statistics and Programme Implementation (MoSPI), which monitors infrastructure projects worth Rs 150 crore and above, out of 1,821 projects, 431 reported cost overrun and 780 projects were delayed. " Total original cost of implementation of the 1,821 projects was Rs 26,09,679.38 crore and their anticipated completion cost is likely to be Rs 30,90,135.99 crore, which reflects overall cost overruns of Rs 4,80,456.61 crore (18.41 per cent of original cost)," the ministry's latest report for January 2024 said. According to the report, the expenditure incurred on these projects till January 2024 is Rs 16,43,821.69 crore, which is 53.20 per cent of the anticipated cost of the projects. The UK's statistics watchdog on Thursday said that it is "looking into" the government's recent announcement that it had met Prime Minister Rishi Sunak's target to clear the country's asylum backlog by the end of 2023, a claim strongly contested by the Opposition. Earlier this week, the UK Home Office said that 112,000 asylum cases were processed in the past year, which exceeded Sunak's initial target of 92,000 applications pending at the end of 2022.
