The Odisha government has launched Gramodaya, a new scheme to ensure that welfare programmes reach the people living in the Left Wing Extremism (LWE)-affected districts, an official said. This initiative will cover 583 villages spread across 10 LWE-affected districts of the state, the official said. The notification for the initiative was issued by the Panchayati Raj and Drinking Water Department on Tuesday, a day after Chief Minister Mohan Charan Majhi made such an announcement at the meeting of the chief ministers of LWE-affected states chaired by Union Home minister Amit Shah at New Delhi on Monday. The initiative will be implemented in the districts of Bargarh, Balangir, Boudh, Kalahandi, Kandhamal, Koraput, Malkangiri, Nabarangpur, Nuapada and Rayagada. Odisha Deputy Chief Minister Pravati Parida on Tuesday said more than one crore women have registered themselves under the Subhadra Yojana, a financial assistance scheme launched by the BJP government in the state. Prime Minister Narendra Modi had inaugurated the ambitious women-centric scheme on September 17, and on that day, the first instalment of Rs 5,000 was sent directly to the bank accounts of around 25.11 lakh beneficiaries. Odisha Chief Minister Mohan Charan Majhi on Saturday flagged off Subhadra Yojana Awareness Rath (chariot) which will roam across Odisha creating awareness on the scheme. Over 5.52 lakh applications were generated in the first three days of the Jharkhand government's flagship outreach programme, an official said on Tuesday. Aimed at taking welfare schemes to the doorstep of people, the JMM-led government started the fourth leg of 'Aapki Yojana, Aapki Sarkar, Aapke Dwar' (your scheme, your government at your doorstep) on August 30. As of September 2, as many as 1,224 camps were organised across the state and a total of 5,52,836 applications were generated, according to an official statement. Of the total, 42,869 applications were disposed of, while 160 applications were rejected, it stated. Wages of tea garden workers in Assam are meagre, with several shortcomings and areas of concern in implementation of labour laws and worker welfare provisions, a recent Comptroller and Auditor General (CAG) report has said. It also found the state government's intervention in fixing wages as per the Minimum Wage Act (MW Act) insufficient, noting that efforts to improve the lives of the workers have fallen short of making any substantial change. The performance audit on Implementation of Schemes for Welfare of Tea Tribe' for the period 2015-16 to 2020-21 maintained that low income and lack of education have been major barriers to the overall development of the workers in the state. Higher welfare spends announced by the Eknath Shinde-led Maharashtra government ahead of the elections will take the fiscal deficit beyond the target, and may lead to a compression in capital expenditure, a report said on Monday. The fiscal deficit for FY25 is expected to come at 3 per cent as against the budget target of 2.5 per cent, India Ratings and Research said in a report, adding that the state will resort to higher borrowings to bridge the gap. The government presented the final budget for FY25 of Rs 6.12 lakh crore on June 28, and also tabled supplementary demands of Rs 94,889 crore on July 10 primarily toward social welfare schemes, it said. The supplementary demands include Rs 25,000 crore for Mukhyamantri Majhi Ladki Bahin Yojana, Rs 6,056 crore for skill development, Rs 4,317 crore towards social justice, Rs 4,185 crore on public health, it said. The number of children in non-institutional care, including those in foster care, has increased fourfold between 2021-22 and 2023-24, according to government data. In the financial year 2021-22, 29,331 children were covered by non-institutional care. This number increased to 62,675 in 2022-23 and to 1,21,861 in 2023-24, it stated. In a recent letter to states and Union Territories (UTs), the women and child development (WCD) ministry said this rise may be because of the government's initiatives in strengthening family-based care to all children in difficult circumstances.
