The Supreme Court has steadily shaped and reshaped the contours of freedom of speech and expression in the last 75 years, former Chief Justice of India BR Gavai said here on Friday.
"The evolution of free speech jurisprudence in India reflects a larger constitutional commitment to ensure that the state's power to restrict expression does not overshadow the citizen's right to think, to speak and to participate freely in the democratic set-up," he asserted. The Election Commission of India on Friday decided to extend by one week the SIR schedule for Kerala in view of the upcoming local body polls in the state.
The local body polls will be held in the state on December 9 and 11 in two phases.
The commission's order comes after Kerala submitted a request, as permitted by the Supreme Court, to extend the last dates for submission of the enumeration forms and other procedures which are part of the Special Intensive Revision (SIR) of the electoral roll.
Under the revised schedule, the draft electoral roll will be published on December 23 as against the earlier date of December 16.
The final electoral roll will be published on February 21, 2026 as against the earlier date of February 14, 2026, the commission said.

Healthcare industry body NATHEALTH has asked the government to increase public spending on healthcare to over 2.5 per cent of GDP with urgent action to tackle non-communicable diseases, including tax deductions of up to Rs 10,000 on individuals for preventive health check-ups.
In its pre-Budget recommendations to the government, NATHEALTH said it outlined a roadmap to strengthen healthcare delivery, foster innovation, and expand insurance and preventive coverage.
The recommendations call for a balanced mix of fiscal support, structural reforms, and public-private collaboration to build a robust, future-ready health system, it said in a statement.
In its recommendations, NATHEALTH asked the sector to be declared 'core infrastructure' and create a healthcare infrastructure fund of Rs 50,000 crore, saying currently there is limited access to long-term, lower-cost capital for hospitals and diagnostic networks.
