Government mulls raising retirement age to 62 yrs

Move aimed at easing strain on finances in a drought year.

The government is actively considering raising the retirement age of all central government employees, including those in the armed forces, from the present 60 to 62 years.

Finance Minister Pranab Mukherjee has submitted a report to the prime minister outlining all the pros and cons of the move, including the “cascading effects” on government employment and the huge savings, at least for two years, on account of retirement payouts.

If the Department of Personnel and Training (DoPT) and the prime minister find the arguments forwarded by the finance ministry credible and convincing, the announcement may come as early as August 15, as part of Manmohan Singh’s Independence Day speech.

The Cabinet may discuss the matter tomorrow.

Although the finance ministry is making a strong case for the move, the DoPT is taking time to make up its mind, possibly out of consideration for the 1979 batch of the Indian Administrative Service (IAS) and other central services. Officers of the 1979 batch have been empanelled for promotion to the ranks of additional secretary and secretary but can take up their posts only after the present incumbents retire. If an announcement extending the retirement age comes before November, a batch of empanelled joint secretaries stand to lose their future ranks. In turn, this will also affect those who joined the central administrative services in 1980. The DoPT also says that the age profile of Indian bureaucrats, instead of becoming younger, will become older, out of tune with the rest of the world.

For the finance ministry, the gains from the move are clear. The pension payout of all armed forces personnel of the rank of Lieutenant General and equivalent who were to retire this year will be postponed by 24 months; the government will also defer by two years the liability of paying pension to more than 100,000 employees. While salaries will have to continue to be paid, this will be cheaper than paying upfront benefits like gratuity.

This is all the more important given the government’s other financial liabilities on account of stimulus spending and one drought, though the effects of the latter will kick in only in the next fiscal year. The fiscal deficit is 6.8 per cent of gross domestic product this year and a two-year lag in paying pensions will help in bridging this.

In 1998, the National Democratic Alliance government had raised the retirement age from 58 to 60, a move that benefitted 90,000 government servants and 50,000 defence personnel. At the time, the logic was: the retirement of 140,000 employees would have cost Rs 5,200 crore whereas paying salaries cost only Rs 1,493 crore.

That move came in the wake of the 5th Pay Commission report which had just been implemented by the then United Front government. In 2003, the government also right-sized the central government employee workforce by 30 per cent.

Every time the Centre announces an increase or concession on pay packages, both public-sector units and state governments follow suit. If the prime minister does decide to raise the retirement age, state governments and Public Sector Units (PSUs) will mirror this action. This has its own implications for many cash-strapped states like Punjab.

If the decision is finally taken, it will only be the third time the government will have raised the retirement age. Jawaharlal Nehru was the first prime minister to have increased the age of superannuation from 55 to 58 following the 1962 war with China. The Atal Bihari Vajpayee government did it a second time in 1998.

in which base you feel exceleance news.I thing, if govt do uniform retirement date to 31st December every year, is better than increasing retirement age to 62 which can covered present economics crises if all deeply thinks.

It's a good step for the common people...now a days the IT sector face the cruel side ..as a result the cost of everything increased.If Govt take the decision as soon as possible ,it may effect on the economic side of the India.It's a very good approach..Thanks to our Finance minister...And I request our Prime minister to take decision as soon as possible.

This is like throwing Dollars in the Pocket,and invesing pennies to become same Dollars after many years.WHY NOT TO DO BOTH SIMULTANEOUSLY. DoPT seems to be irrerational in their approach. Normally now a person is quite active physicaly as well as mentaly, minimum up to the age of 70 yrs.DoPT must take the challenge of utilising trained and experienced manpower effectively for the benifit of the nation, better at the same position where these persons are working. DoPT/Ministries/Govt. must show creative intentions to expand employment potential for youths in many avenues govt./public/private sector with out loosing the experienced man power strength right available with the nation at present,and take years together in youth to build similar strength.However increase in retirement age will benifit youth also after some years.

I can say that the retirement age should be 58/60. it should not be increased to 62, may be decreased to 58. Considering the YOUNGSTERS as well as development of our young and energetic India, Govt should take alternate arrangements for lack of funds.

men at the early age retirement become un productive.yhey are not able to deliver their capacity of work which they possess at the age of reirement.therefore it is a wastage of manpower to the nation. when the men is retired hi is no more active and he is loosing his life , which causes to his early death.therefore increase in retirement is not only beneficial to individiual but also to nation by getting the extra energy of the hyman wastage which is thrown in the dustbin.

Increasing the Retirement age would not solve any Economic problem of our country. Instead identify the excess manpower used in all services and utilize them properly to fill up the gaps which will happen due to the present retirement (existing) age. This proposed R.Age will spoil the future of Youth of our nation.

Raising the superannuation age by another two yeras may solve the economic problems of the country but the administration needs more young dynamic manpower who have new vision, dynamicism, leadership quality and void of old and myopic views. At this developing age we have to ponder hundred times before raising the age from 60-62 yrs. By blocking the employment oppurtunity in the Public Sector we wil have more unemployed youth who have no future as we failed repaetedlt to create new Job oppurtunity for them rather the private sector and outsourcing areas are shrinking day to day. Obviously the proposal will engender all the anti socal and anti economic activities. I am a f55 yrs old Central Govt Official but I srongly feel the induction of fresh blood and thinking in our working.

The postponment of retirement is not a solution for stabilizing the financial status of country. It is indeed a great incapability on the part of our economists, who have failed to formulate practical solutions of financial crisis, that is expected to be emerged on pay out to retiring employees. They dont have any plan to absorb hundreds of thousands of young engineers and technologists produced every year in the private factories of technical education. Ridiculously, these institution were given all sort of freedom and rights to exploit the students and parents without having any working standard. I suggest to carry out a comprhensive survey on the real ownerships of these institutions, where involvements of big bulls of plitics and business world cant be denied.

The government machinary must be prepared to get the blow. The energy of the youth force will be killed. When such a decision is taken immediate steps should preced to settle all the pending issues, such as cadre reviews etc.

FURTHER FRUSTRATION,UPLIFT TO ANTISOCIAL ELEMENTS TO ATTRACT THE UNEMPLOYED YOUTH-DETERIORATION OF LAW AND ORDER AND CONNECTED UNLAWFUL ACTIVITIES. In view of recession, draught like situation immediate payout to retiring personnels will be big burden for the present Govt. Also, the PSU are working on minimum manpower strength due to non recruitment of fresh manpower since a long time. Since most of PSUs may on privatization in part (at least), the retirement age of 62 is a very good idea to cope-up all these factors. To my opinion it will be an Excellent step by the present UPA Government. Ali

Most unfortunate if implemented. Govt. staff get ready for their retirement from age 58yrs by working less, taking less responsibility, not ready to take any new responsibility, coming late going early etc all because they are on verge of retirement so 2 years wasted in preparation for retirement now it will be 4 wasted years because preparation will start from 58yrs as before.
