'Atalji Janasnehi Kendras' to be launched on Dec 25

The ‘Nemmadi’ centres have been rechristened Atalji Janasnehi Kendras which will be formally launched on December 25, Karnataka Deputy Chief Minister K S Eshwarappa said on Sunday.

Elucidating the salient features of Janasnehi Kendras, Eshwarappa said every ‘hobli’ has been provided with a deputy tahsildhar who is empowered to issue certificatesôservices under 36 different heads. Deputy tahsildhars have been given powers of tahsildhars for these services and there is no need to refer the applications to tahsildhars.

This would reduce the time taken for delivery of services and increase the disposal rates, he added. Eshwarappa said as many as 900 centres will be set up. Of which, 601 will be in hobli headquarters, 176 in taluk headquarters and 123 additional centres.

 

For this purpose, 272 ‘hoblis’ have been upgraded as Nada Kacheris, deputy tahsildhar’s headquarters and all the nada kacheris are manned by deputy tahsildhar in place of revenue inspectors. “In all the 601 nada kacheris, Atalji Janashree Kendras would be established and each kendra will be provided with one village accountant and one data entry operator,” he added.

He said the person seeking services are not required to provide any document or certificates except the application at the kendras. “The people-friendly initiative of accepting applications online has been prepared by National Informatics Centre.” The infratsructure has been provided at a cost of Rs 62 crore, Eshwarappa said.

In future, depending on the requirements,new front offices of the kendras will be introduced.In high density urban centres, one centre per 100,000 people has been planned, he said. Eshwarappa said the data entry operators though procured from manpower agency would be working under the supervision of village accountant and deputy tahsildhar.

“The Deputy Commissioner has been put in charge of this scheme at the district level and would be assisted by district consultant who is an engineer from manpower agency,” he added.

Eshwarappa said the software has been refined for processing and monitoring of the system.

During the peak service season, cyber cafes, Karnataka - 1 and Bangalore - 1 centres can also be converted into the front offices of the Kendras.

All the 36 services being delivered through the Kendras are in the purview of ‘Sakala’ services so that “there is less default of time”.
