An inter-ministerial panel led by Finance Minister Arun Jaitley is likely to meet the trade unions to hear their demands on July 19, a day before the Indian Labour Conference (ILC).
The panel will discuss the 10-point charter of demands of the trade unions before the ILC is held on July 20-21.
As a result, the government's meeting with industry and trade unions to give final shape to the industrial relations Bill has been postponed after the ILC.

"Since the Cabinet sub-committee is meeting us on July 19 and Prime Minister Narendra Modi is also expected to deliver an inaugural speech at ILC the next day, we told the government that discussing the matters related to labour law changes would be appropriate only after these fora," said Indian National Trade Union Congress (INTUC) chief Sanjeeva Reddy.
He added, "We want to know the views of the finance minister and the prime minister on the issues of labour reforms before examining the proposals."
Other ministers in the panel include Union Petroleum Minister Dharmendra Pradhan, Labour Minister Bandaru Dattatreya, Power Minister Piyush Goyal and Minister of State (MoS) in PMO Jitendra Singh.
The trade unions have been crying foul over the non-implementation of their 10-point charter of demands and the recent labour law proposals of the government.
