A member of the Shinshiro Municipal Assembly in Prefecture, Tomonaga Osada, has got into trouble after he proposed to distribute "punctured condoms" to the married residents of Shinshiro, to boost up the population.

The 49-year-old apologized for the proposal and said that he just wanted people to "feel friendly toward City Hall" and wanted more people to raise children in Shinshiro.

Osada was verbally scolded for his "inappropriate" proposal and was told that his controversial proposal lacked dignity for an assembly member and consideration, by the assembly chairman, the Japan Times reported.
