President Barack Obama may face growing criticism for hesitating to apply his uplifting pre-election message, the “audacity of hope”, into more audacious solutions for the USA’s faltering economy. But on the foreign policy front his early moves in the big theatres of action – China, Russia and the Islamic world – have already raised bold expectations of change. These tentative initiatives have attracted less public scrutiny than his domestic stimulus packages.
