Ilo Meet Reveals Disparate Views On Labour Policy

While ILO officials felt that a healthy airing of views would help in clearing some of the conflict that surrounds the liberalisation programme, trade union leaders, employers and government officials persisted in repeating their pre-SAP views at the forum.
The disagreement was not, however, limited to these three arms of labour. Even Richard Hemming, senior resident representative of the IMF in Delhi, predictably trashed a recent ILO report on the subject that was being used as the take-off point for the ILO national tripartite workshop.
Hemming began politely by complimenting the publication of the report by the ILO, a unit of the UN, and then proceeded to tear it apart: There are two propositions that really concern me. One, linking the minimum wage to the poverty line and the other on the indexation of wages, he said.
