Judicial Delays

Judicial delays are to a great extent responsible for the present state of lawlesness in the country. For example, the problem of illegal construction and rampant conversion of residential areas to commercial ones. In every such case there are lots of people who are prepared to come forward and inform the authorities, assist them, and even file public interest litigations, the only reason they do not do this is the standard statement. It will take 20 years in a court so what's the point. Let it happen "" let the city rot'.
A columnist has suggested that the judiciary should look at the possibility of cleaning the judicial system with respect to the time it takes for cases. As a first step in this direction, the judiciary may consider bringing in a rule that in the first hearing of any case, (depending on the complexity of the case), the Judge should announce the time period within which the case will be disposed off. With this provision not only will the registrar of the courts assign dates appropriately, so that the case can be finished off within the prescribed time, moreover lawyers will stop the practice of delaying and the practice of driving the case around irrelevant issues.
This one act will itself bring about the speedy disposal of many cases and in addition will save courts time.
