The West Bengal government is unlikely to agree to the National Thermal Power Corporation's (NTPC) suggestion that the West Bengal State Electricity Board (WBSEB) issue bonds against the Rs 1,100 crore it owes the power corporation.
According to the state finance department, the board's finances are so desperate that it will be unable to service any such bond.
