4 firms bid for installation of 5,000 CCTVs across Mumbai

Information technology (IT) services and solutions providers Wipro, CMC Ltd, Allied Digital and ECIL have each filed a Request for Proposal (RFP) for the much-debated project to install 5,000 CCTVs at 1,200 locations this city.

These companies filed their RFP on March 31, the last date. State IT secretary Rajesh Agarwal told Business Standard the government had received RFPs from these companies.

The project includes installation of video analytics and management, data preservation centres, and six command and control centres. These would eventually be integrated with fire and ambulance services in the city. With the completion of this project, Mumbai is expected to have its own version of ‘Call-911-for any-emergency’ number.

 

A state government official requesting anonymity said, "A technical committee comprising IT experts will evaluate the RFPs, which would take at least a month. Subsequently, a contract will be awarded to a successful bidder."

He said the committee had decided RFP standards in accordance with the technical standards, specifications, design of the camera, connectivity, control of the equipment. He said Wipro-Airtel, Schneider-IBM, Allied Digital and Cisco, HCL and Revmax Infotech, TCS with its subsidiary CMC Limited and MTNL, Reliance Industries and Siemens and ECIL had earlier submitted expression of interest for the CCTV project.

According to the official, the CCTVs would be monitored through remote and cable connectivity. The deployment of computerised video surveillance would facilitate effective management as it will ease incident detection.

"The installation by the successful bidder is expected to complete in five years. There is a clause of fine and penalty in case the CCTV fails to provide results," he said.

The Ram Pradhan Committee, which looked into the role of the police and administration after the November 2008 attack in Mumbai, had sought installation of CCTV cameras as a preventive step.
