India's centralised public grievance redressal system has been recognised as best in practice across the Commonwealth following a meeting of top civil servants from the 56 member countries this week. The Centralised Public Grievance Redress and Monitoring System (CPGRAMS) was highlighted in the outcome statement of the Third Biennial Pan-Commonwealth Commonwealth Heads of Public Service meeting held between Monday and Wednesday at the Commonwealth Secretariat Marlborough House headquarters in London. The meeting was themed as Institutionalisation of Smart Government to enhance public service delivery under which the government of India's administrative department made a presentation. The Supreme Court on Friday refused to entertain a plea seeking implementation of the 2012 recommendations of the Election Commission regarding the cooling-off period to prevent public servants from contesting polls immediately after retirement or resignation. A bench of Justices Surya Kant and Sandeep Mehta allowed petitioner G V Harsha Kumar, a former parliamentarian, to withdraw the plea with liberty to approach the appropriate authority. The plea had sought directions to the EC and the Centre to implement the 2012 recommendations of the poll panel and the July 2004 report of the Committee on Civil Service Reforms to prevent government servants from contesting elections to the legislature, parliament or state assembly on a political party ticket, immediately after retirement or resignation from service, by imposing a cooling-off period. The French government will offer bonuses to civil servants deployed across the capital during the Olympic and Paralympic Games in a bid to avoid strikes during the events this summer, the country's Minister for Transformation and Public Administration, Stanislas Guerini, said Saturday. Eligible employees will get a bonus ranging from 500 euros ($547) to 1,500 euros ($1,641) in addition to their salaries for working during the Summer Games in Paris and the ensuing Paralympics, Guerini said. He did not provide details on the criteria for the payments. The Rajasthan government has transferred 72 Indian Administrative Service officers and 121 Rajasthan Administrative Service officers, in the first bureaucratic reshuffle after the Chief Minister Bhajanlal Sharma-led BJP dispensation came to power in the state. The transfer orders were issued by the Department of Personnel late on Friday night. The Department of Personnel and Training (DoPT) has filed an affidavit before the Nainital circuit bench of the Central Administrative Tribunal, saying there is no 360-degree system for appraisal of civil servants. The assertion by the DoPT, which works under the Union Ministry of Personnel, Public Grievances and Pensions, comes in response to a petition filed by Indian Forest Service (IFS) officer Sanjiv Chaturvedi in December last year. The Central Bureau of Investigation (CBI) has registered cases against 216 civil servants in more than five years, Rajya Sabha was informed on Thursday. Giving a state-wise break-up, the government said 39 civil servants were from Maharashtra, 22 from Jammu and Kashmir, 21 from Delhi, 17 from Uttar Pradesh and 14 from Karnataka among others. "During the last five years viz. 2018, 2019, 2020, 2021, 2022 and 2023 (up to 30.06.2023), the CBI has registered cases against 216 number of civil service officers," Union Minister of State for Personnel Jitendra Singh said in a written reply. Of the total civil servants facing cases, 12 were from Bihar, 11 from Tamil Nadu, nine each from Gujarat, Haryana and Kerala, and eight each from Punjab, Rajasthan and Telangana, according to the reply. The first meeting of National Capital Civil Service Authority, NCCSA, constituted through an ordinance by the Centre, has been convened by Delhi Chief Minister Arvind Kejriwal on June 20, sources in the government said. The meeting will discuss disciplinary action against an official, they claimed. The NCCSA was formed by the Centre through an ordinance on May 19, bringing back executive control over matters related to services to its domain. It was issued close on the heels of a Supreme Court verdict on May 11, whereby the elected government in Delhi was given executive control over the services matters, including transfer and posting of bureaucrats under it. Vice President Jagdeep Dhankhar on Thursday said the 2018 amendment of the Prevention of Corruption Act to insert Section 17A was a "step in the right direction" for ensuring that civil servants can properly discharge their duties. "It (the section) regulates investigation of issues regarding decisions taken by public servants in discharge of their official duties by providing prior approval of the authority concerned," he said.
