Governance in Rajasthan absent: Nadda on video of woman paraded naked

BJP president J P Nadda on Saturday lashed out at the Congress-led Rajasthan government over the alleged incident of a tribal woman being paraded naked, saying governance in the state is "totally absent" while the chief minister and his colleagues are busy in factional fight. Manipur violence: CBI takes over 27 FIRs, including 19 crimes against women

The CBI has taken over the investigation in 27 FIRs lodged in connection with ethnic clashes in Manipur that have claimed more than 160 lives in nearly four months, officials said. According to the latest data, the Central Bureau of Investigation (CBI) has so far registered 27 cases handed over to it by the state police -- 19 cases of crime against women, three related to an armoury loot by a mob, two of murder and one each of rioting and murder, kidnapping and general criminal conspiracy, sources aware of the developments said. The agency has re-registered these cases but has not made the details public because of the sensitive nature of the situation prevailing in the northeastern state, they said. CBI teams have started questioning the suspects and victims after visiting the crime sites, the sources added. The Delhi High Court on Tuesday ruled that conducting a "virginity test" on a female accused is unconstitutional, sexist and in violation of the right to dignity. The court observed that there is no legal procedure that provides for a "virginity test" and such testing is a form of inhuman treatment. The order was passed by Justice Swarana Kanta Sharma on a plea moved by Sister Sephy, who sought to declare the conduct of a "virginity test" on her in connection with a criminal case over a nun's death in Kerala in 1992 as unconstitutional. The Delhi Commission for Women has written to the Union home secretary in the wake of a woman being killed after beng dragged under a car, suggesting that a high-level committee be formed for a coordinated strategy to tackle crimes against women. In her letter to Union Home Secretary Ajay Bhalla on Tuesday, DCW chief Swati Maliwal recommended that the panel be chaired by the Union home minister and include Delhi's lieutenant governor, chief minister and the police commissioner. NCW received nearly 31,000 complaints of crimes against women in 2022

Nearly 31,000 complaints of crimes committed against women were received by the National Commission for Women (NCW) in 2022, the highest since 2014. In 2021, the NCW had received 30,864 complaints while in 2022, the number slightly increased to 30,957. Of the 30,957 complaints, the maximum of 9,710 were related to the right to live with dignity that takes into account the emotional abuse of women, followed by those related to domestic violence at 6,970 and dowry harassment at 4,600, according to NCW data accessed by PTI. About 54.5 per cent (16,872) of the complaints were received from the most populous state of Uttar Pradesh. Delhi recorded 3,004 complaints, followed by Maharashtra (1,381), Bihar (1,368) and Haryana (1,362). According to the data, the highest number of complaints related to the right to live with dignity and domestic violence were received from Uttar Pradesh. Crimes against women in J-K up by 15.62% in a year, over 7k accused held

Crimes against women in Jammu and Kashmir recorded an increase of 15.62 per cent in 2021 compared to the preceding year, with over 7,000 people being arrested, the National Crime Records Bureau (NCRB) said in its latest report. However, the conviction rate remained low as only 95 people were awarded sentences, while cases under investigation touched 6,275 by the end of last year. These include 2,329 cases pending investigation from 2020 and nine cases that reopened for investigation, the report said. It said crimes against women marked a steady rise from 2019 to 2021, with the highest 3,937 such cases reported in 2021 against 3,405 cases in 2020. In 2019, there were 3,069 such cases. According to the 2011 census, there are 64 lakh women in Jammu and Kashmir, and the crime rate per lakh population in 2021 stood at 61.6, the report said.
