Delhi mulls revision of user charge for services to augment non-tax revenue

The Delhi government has undertaken an exercise to revise user charges for services provided by its various departments and agencies with the aim to augment non-tax revenue, officials said on Wednesday. The Finance department wrote to all additional chief secretaries, principal secretaries and secretaries earlier this month, asking them to furnish the details of user charges being collected for different services, they said. A Finance department circular noted the need to augment non-tax revenue in view of the "stretched state finances" due to the impact of COVID-19 in 2021-22 and the non receipt of GST compensation from the Centre since July 2022. "In this context, a need has arisen to augment non-tax revenue, which is currently at only 1.69 per cent and 1.35 per cent of total revenue collection of Delhi government during financial year 2020-21 and 2021-22, respectively," said the circular. The major components of non-tax revenue are interest charged on loans or advances, dividend

Demolition drives in Delhi intensified for G20, several left homeless

Evictions and demolitions have intensified in Delhi and other cities hosting G20-related events rendering several people homeless, activists have alleged. At a public hearing here on Monday, civil society and community members shared accounts of the evictions and anti-encroachment drives. The hearing was organised by Concerned Citizens, a collective of organisations from varied fields. The activists claimed as Delhi buckles up to host eight G20 events, including the meeting of heads of governments and states in September, more people have started getting eviction notices amid a series of anti-encroachment drives by different authorities. Pruthviraj from Land Conflict Watch said, India got the G20 presidency in November and people in Delhi suddenly started getting notices. He said there are patterns in the recent demolitions, with the poorer neighbourhoods being more vulnerable. In Mehrauli, 700 eviction notices were served, while 25 houses were demolished. However, in Tughlakabad,

Delhi HC sets aside mayor's decision for re-elect MCD standing committee

The Delhi High Court Tuesday set aside the decision of Mayor Shelly Oberoi to call for a repoll to elect six members of the MCD standing committee and directed her to declare forthwith the results of the poll held on February 24. Justice Purushaindra Kumar Kaurav said the mayor, also the returning officer, acted beyond her powers and her decision was legally impermissible. The act of the mayor in rejecting the ballot after the stage of scrutiny and determination of quota was bad in law, the judge said. The court's order came on petitions by BJP councillors Kamaljeet Sehrawat and Shikha Roy against the mayor's decision to order repoll for six MCD standing committee seats. "Writ petition is allowed. Impugned order is set aside. Returning officer is directed to declare the result forthwith," the court ordered. The high court had stayed the repoll on February 25. The petitioners had alleged that the mayor, who belongs to AAP and was the returning officer, wrongly invalidated one of t

Delhi govt to de-silt Ring Road trunk sewer line to lessen overflow issues

The Delhi government will de-silt all trunk sewer lines in the national capital for the first time this year, it said in a statement on Monday. The initiative aims to provide relief to Delhi residents from persistent sewer overflow problems, contribute to the rejuvenation of the Yamuna river and effectively address waterlogging on the roads, it said. The project will commence with the cleaning of the 9.8-kilometre Ring Road trunk sewer line from the Red Fort Gate to the Maharani Bagh sewage pumping station, benefitting areas such as Chandni Chowk, Daryaganj, Sarai Kale Khan, Ajmeri Gate, Pragati Maidan, Nizamuddin and Sunder Nagar. The decision to clean the Ring Road trunk sewer line was made following a directive by Chief Minister Arvind Kejriwal. The trunk sewer line, which has not been de-silted for over 18 years, has accumulated a significant amount of sediment, leading to reduced flow capacity and back-overflow situations during the rainy season, the government said in the ...

Cong likely to oppose bill to replace Centre's ordinance on Delhi Services

The Congress is likely to oppose in Parliament a bill, when it is brought, that will seek to replace a Union government Ordinance on Delhi's Services matters, sources said Monday, as the party asked the Centre to honour the Supreme Court order that transfer of bureaucrats is in the domain of the city's elected government. Senior Congress spokesperson Anand Sharma said his party welcomed the Supreme Court decision when it came last week. "Today too, we have the same view that the SC decision was right. The Constitution bench has given a detailed judgement on the Delhi issue and the government should honour that," he told reporters when asked about the Ordinance. Sources in the party, meanwhile, said the Congress may oppose the bill when the government brings it in Parliament to replace the Ordinance that essentially upturn the Supreme Court verdict. Sharma said the government has brought an ordinance as well as sought a review of the May 11 judgement. "It is very clear that the ...
