Several rounds of talks have been held in order to formulate guidelines for seizure of electronic devices like mobile phones and laptops of individuals, especially those from the media, in the course of criminal investigations, the Centre told the Supreme Court on Thursday. It said until the time the new guidelines are put in place, central probe agencies will follow the CBI manual for search and seizure of such equipment. The apex court had on November 7 asked the Centre to put in place guidelines on seizure of electronic devices of individuals, particularly media professionals, saying impounding equipment without following a regulation was a serious matter. The government's focus is now on boosting electronics component manufacturing in the country and new scheme for the same is in works, a senior government official said on Monday. Speaking at the CII Electronic Summit, S Krishnan, Secretary, Ministry of Electronics and IT (Meity), said that 99 per cent local mobile phone market is being met through domestic manufacturing, and for next phase of growth companies need to export by improving competitiveness and enhancing value addition. "If our competitiveness needs to keep getting better then the challenge really is to not just rely on about 10 to 15 per cent of the value addition to assembly units in the country but to look at what else we can do, how can we move up in the value chain?" Increasing exports of mobile phones by companies like Samsung and Apple are helping boost the electronic goods sector, a senior government official said. Director General of Foreign Trade (DGFT) Santosh Kumar Sarangi said there has been an "exponential" jump in exports of electronics goods from India. From 11th or 12th a few years back, the sector is the fifth highest exporting commodity from India now, he added. "The jump has been exponential and largely on account of Samsung and Apple phones being exported from our country. The government has cleared about 110 applications of the 111 requests received for allowing imports of laptops, computers and other IT hardware products so far, an official said. The companies that received approvals include Dell International Services India, Appl India, HP India Sales Pvt Ltd, Lenovo (India), ASUS India, IBM India, Samsung India Electronics, Xiaomi Technology India, Cisco Commerce India, Siemens Ltd and Bosch Ltd, the official said. As many as 111 applications were received so far seeking authorization for the import of IT products, the official added. The government last month tweaked curbs on imports of laptops and computers, allowing importers to bring in shipments of IT hardware from overseas on a mere 'authorisation' upon detailing quantity and value. The Empowered committee in PLI (production-linked incentive) scheme has approved Rs 1,000 crore disbursement to beneficiary firms of the electronics sector, a top government official said. The government disbursed Rs 2,900 crore till March 2023, out of claims worth Rs 3,400 crore received under the scheme, which aims at boosting domestic manufacturing, creating jobs and supporting exports. "In the recent meeting of the committee, Rs 1,000 crore disbursements were approved under the PLI scheme for the electronics sector. Actual disbursement to the beneficiary companies would take a few more days," the official said. This would be the first disbursement of this fiscal. Electronic component maker CDIL has become the first company in India to start manufacturing Silicon carbide semiconductors for use in high power-consuming technology products. While speaking on the sidelines of the launch of the company's new surface mount semiconductor packaging line, CDIL Executive President and Chief Operating Officer Pankaj Gulati told PTI that the company has started exporting Silicon Carbide (SiC) components to China, the US, Europe and Australia. "We are the first company in India to have started manufacturing of Silicon Carbide semiconductors. We have started shipping them to China, US, Europe and Australia," Gulati said. iPhone maker Apple has plans to scale up production in India by over five-fold to around USD 40 billion (about 3.32 lakh crore) in the next 4-5 years, according to government sources. According to the official, who did not wish to be named, the company has crossed the USD 7 billion production mark in the last financial year. "Apple has plans to increase production in India to over USD 40 billion in the next 4-5 years. It has crossed USD 7 billion in the last fiscal," the official said. An email query sent to Apple did not elicit any reply. Apple manufacturers iPhones in India and has plans to start manufacturing Airpods from next year. The government has issued mandatory quality norms for solder wires, used in electronics and engineering industry, to curb the import of sub-standard goods and boost domestic manufacturing of these goods. A notification in this regard was issued by the Department for Promotion of Industry and Internal Trade (DPIIT) on September 18. Items under Flux Cored Solder Wire (Quality Control) Order, 2023 cannot be produced, sold, traded, imported and stocked unless they bear the Bureau of Indian Standards (BIS) mark. These orders will come into force with effect from six months from the date of publication of this notification, the DPIIT said on Tuesday. According to the report, fostering multi-brand repair services, defining refurbishment standards, and creating a product as-a-service framework can create 1.1 lakh high-quality formal sector green jobs and reduce greenhouse gas emissions by 1.6 million tonnes from smartphones and laptops by 2035. "A total of six circular business models, including circular design, repair, and resell, etc., can unlock an untapped revenue potential of USD 7 billion by 2035. The projected market size for these circular models is valued at USD 13 billion by 2035. Yet, the total addressable market, achievable through the public and private partnerships, increases it to USD 20 billion," the report said. There is no proposal at present to impose import restrictions on more electronic goods, Commerce Secretary Sunil Barthwal said on Monday. The government has decided to impose import curbs on laptops, personal computers and certain more electronic devices from November 1 on security grounds to reduce imports from nations like China and boost domestic manufacturing. Barthwal said there is a production-linked incentive (PLI) scheme for electronics and mobile manufacturing. "We are monitoring our imports. We are also looking that there should not be undue dependence on any particular country. We want to diversify both our exports as well as our imports.
