Sitanshu Kar gets 6-month extension as govt's chief spokesperson

Sitanshu Ranjan Kar, who was scheduled to retire on March 31, was Sunday given a six-month extension as principal director general of the Press Information Bureau (PIB), according to a Personnel Ministry order. Kar, a 1983-batch officer of the Indian Information Service (IIS), had taken over as principal director general of the PIB in May last year. The Appointments Committee of the Cabinet has approved the re-employment of Kar as the PIB's principal director general for six months, beyond March 31, 2019, the date of his retirement, the order said.

Odisha hikes pension, other benefits of construction workers

The Odisha government Friday increased the monthly pension of retired construction workers of the state. As per the revision, the elderly construction workers would now get a monthly pension of Rs 500 instead of the existing Rs 300. Similarly, workers above the age of 80 years would get Rs 700 a month from the existing Rs 500. An official release said the enhanced pension will come into effect retrospectively from February, 2019. Similarly, the state government has also increased the financial assistance of construction workers under the Construction Workers Welfare Scheme. The construction workers would now get financial aid of Rs 50,000 as against Rs 25,000 earlier to marry off their daughters (maximum two daughters). In case of natural death of a construction worker, the financial assistance has been enhanced to Rs 2 lakh from the existing Rs 1 lakh and Rs 4 lakh from Rs 2 lakh in case of accidental death. Pb govt employees continue indefinite strike for 2nd day

Punjab government employees Friday continued their indefinite strike for the second day demanding clarity on the dearness allowance issue. The employees have been protesting against the state government's alleged failure in accepting their demands which include regularisation of contractual employees, reducing the term of probation period, restoration of old pension scheme, among others. "No office work took place in majority of the government departments in the state," claimed Sukhchain Singh Khera, president of the Punjab Civil Secretariat Staff Association. He said more than one lakh employees across the state had gone on strike on Thursday. Several organisations under the banner of Punjab State Ministerial Services Union and Punjab Secretariat Union have participated in the strike. On Women's Day, WCD signs MoU with Skill Development Ministry to provide skills training to women

On the occasion of International Women's Day, the Women and Child Development Ministry and the Skill Development and Entrepreneurship Ministry entered into an agreement to provide skills training and employment to women. The officials of the two ministries signed the agreement in the presence of WCD Minister Maneka Gandhi and Skill Development Minister Dharmendra Pradhan. Gandhi said the agreement would help women in becoming self-sufficient. HC rejects review petition by West Bengal govt challenging DA order

The Calcutta High Court Thursday rejected a review petition by the West Bengal government on its order which held that dearness allowance (DA) was a legal right of the state's employees. A division bench comprising Justice Harish Tandon and Justice Sekhar Bobby Saraf rejected the review petition and held that the State Administrative Tribunal (SAT) will continue to rehear the employees' claim for DA as per the Centre's dearness allowance rate. The state government had sought review of an August 31, 2018, order by a division bench comprising Justice Debasish Kar Gupta and Justice Sekhar Bobby Saraf which set aside a SAT order that said DA cannot be claimed as a right by the state employees. Justice Kar Gupta has since retired and as such the division bench comprising Justices Tandon and Saraf heard the review petition. Cabinet approves 50 new Kendriya Vidyalayas, focus on LWE areas

The Union Cabinet Thursday approved 50 new Kendriya Vidyalayas with a focus on areas that are hotbeds of left-wing extremism and where there is a high concentration of Central Reserve Police Force or railway employees. Income tax exemption limit on gratuity doubled to Rs 20 lakh, says labour ministry

The labour ministry said Thursday that the income tax exemption limit on gratuity has been doubled to Rs 20 lakh from the existing Rs 10 lakh, a move that will benefit employees who are not covered by the Payment of Gratuity Act, 1972. "Ministry of Finance has enhanced the income tax exemption for gratuity under Section 10 (10) (iii) of the Income Tax Act, 1961 to Rs 20 lakhs," a labour ministry statement said. Labour Minister Santosh Kumar Gangwar has said in the statement that this would benefit those employees of public sector undertakings (PSUs) and other employees not covered by the Payment of Gratuity Act, 1972, and has thanked Finance Minister Arun Jaitley for enhancing the exemption limit. The ceiling of gratuity amount under the Payment of Gratuity Act, 1972, has been raised from time to time keeping in view overall economic condition and employers' capacity to pay and the salary of employees, which have been increased in private sector and in PSUs. Cabinet clears third railway line for busy section between Bengal and Odisha

The Cabinet Committee on Economic Affairs has approved the construction of a third railway line between Narayangarh in West Bengal and Bhadrak in Odisha. Addressing the media, Union Finance Minister Arun Jaitley said the new 155-km railway line will ease congestion on the route. "The third line will help generate additional optimum capacity to cope with the existing as well as additional traffic," he said. According to government estimates, the project would cost Rs 1,866.31 crore and would be completed by 2023-24. It is expected to generate direct employment for around 37.2 lakh man days.

Youth inactivity highest in India among emerging mkts: IMF economist

Youth inactivity is the highest in India among emerging and developing economies, IMF senior economist John Bluedorn said on Wednesday. Bluedorn was speaking on labour market in emerging and developing economies at an event organised by Brookings India. "Youth inactivity is the highest in India compare to emerging and developing economies and it is about in 30 per cent," he said. Bluedorn noted that the key challenges facing youth in emerging economies labour markets include gender gaps, technological change, poor job quality in employment. He also pointed out that emerging and developing economies are less vulnerable than advanced economies from technological changes and automation challenges. The Confederation of Indian Industry (CII) Wednesday expressed concern on the country's job market amid growing challenges of making a generation employment-ready. CII's observation came a day after the Centre for Monitoring Indian Economy (CMIE) flagged climbing unemployment rate in the country. "The biggest thing that is bothering is jobs....with no new capital investment coming from the private sector due to low consumption and low utilisation in manufacturing, is a serious concern," CII president Rakesh Bharti Mittal said at the annual regional meeting here.
